COUNCIL MINUTES <br />September 10, 2018 <br />=-W W. /a1 <br />88 <br />89 6A) Lino Lakes Storage (440 Park Court). i) Consider Resolution No. 18403 Approving <br />90 Conditional Use Permit for Mini Self -Storage Facilities; ii) Consider Resolution No. 18404 <br />91 Approving Site Improvement Performance Agreement — City Planner Larsen reviewed a <br />92 PowerPoint presentation including information on: <br />93 - Background on applicant and proposed mini self storage facility to be developed in phases; <br />94 - Land use application includes a conditional use permit, site improvement performance <br />95 agreement, and drainage & utility easement vacation; <br />96 - Map of property showing site plan; <br />97 - Review of exterior materials; <br />98 - Area of vacation; <br />99 - Current zoning allowed proposed use; <br />100 - Consistency with comprehensive plan; <br />101 - Advisory board comments (Environmental and Planning & Zoning Board both approved). <br />102 <br />103 Mayor Reinert said his biggest concern is curb appeal so he is glad to see a berm and tree buffer. <br />104 <br />105 Council Member Stoesz asked if there would be a gate/entrance. Planner Larsen said the facility will <br />106 be fenced with a gate. The applicant explained that the temporary fence will be wood but the <br />107 permanent would be metal that looks like wrought iron. <br />108 <br />109 Council Member Rafferty remarked that the proposed use is allowed at the site but his observation is <br />110 that it isn't necessarily the best use. <br />111 <br />112 Council Member Maher moved to approve Resolution No. 18-103 as presented. Council Member <br />113 Manthey seconded the motion. Motion carried on a voice vote. <br />114 <br />115 Council Member Manthey moved to approve Resolution No. 18-104 as presented. Council Member <br />116 Stoesz seconded the motion. Motion carried on a voice vote. <br />117 <br />118 6B) Public Hearing: Consider I" Reading of Ordinance No. 1148, Vacating Drainage Utility <br />119 Easement at 440 Park Court - City Engineer Hankee reviewed her written staff report calling for a <br />120public hearing and approval of the lst Reading of an ordinance that would vacate a drainage and <br />121 utility easement related to the aforementioned mini storage project. <br />122 <br />123 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />124 hearing was closed. <br />125 <br />126 Council Member Manthey moved to approve the 1 st Reading of Ordinance No. 11-18 as presented. <br />127 Council Member Stoesz seconded the motion. Motion carried on a voice vote <br />128 <br />129 60 Eastside Villas: i) Consider First Reading of Ordinance No. 1248 Rezoning Property <br />130 from R, Rural to PUD, Planned Unit Development; ii) Consider Resolution No. 18409 <br />131 Approving PUD Development Stage Plan/Preliminary Plat — City Planner Larsen reviewed a <br />132 PowerPoint presentation including information on the following: <br />3 <br />
