COUNCIL MINUTES September 10, 2018 <br />APPROVED <br />171 <br />178 Council Member Manthey confirmed that residential access plans will be apart of the project. Ms. <br />179 Hankee reviewed those plans. <br />180 <br />181 Council Member Rafferty moved to approve Resolution No. 18-112 as presented. Council Member <br />182 Maher seconded the motion. Motion carried on a voice vote. <br />183 Council Member Stoesz moved to approve Resolution No. 18-114 as presented. Council Member <br />184 Manthey seconded the motion. Motion carried on a voice vote. Council Member Rafferty abstained <br />185 from voting. <br />186 <br />187 Ili) Consider Resolution No. 18-91, Declaring Intent to Reimburse from Bond Proceeds - <br />188 Community Development Director Grochala reported that street reconstruction bonds are planned to <br />189 finance this project. This action is required in order to plan for the issuance of the bonds and declare <br />190 the intent of their use. <br />191 <br />192 Council Member Rafferty moved to approve Resolution No. 18-91 as presented. Council Member <br />193 Maher seconded the motion. Motion carried on a voice vote. <br />194 <br />195 Consider Resolution No. 18411, Approving Americans with Disabilities Act (ADA) Transition <br />196 Plan — City Engineer Hankee noted the process that brings forward this plan regarding ADA and the <br />197 City's transition activities. The Plan highlights the city's policies and goals and a strategy to address <br />198 improvement at current faiclities. A budget and schedule is included. <br />199 <br />200 Council Member Stoesz asked if the policy will be reviewed during the implementation period of 20 <br />201 years. City Engineer Hankee explained that the council can decide to review the policy and/or the <br />202 government could change policy or call for a review. No specific review period is included. <br />203 <br />204 Council Member Manthey moved to approve Resolution No. 18-111 as presented. Council Member <br />205 Stoesz seconded the motion. Motion carried on a voice vote. <br />206 <br />207 6F) Consider Resolution No. 18-97, Accepting bids, Awarding a Construction Contract, 2018 <br />208 Trail Maintenance Project — City Engineer Hankee explained that the resolution would award a <br />209 contract for trail maintenance. She reviewed the work that would be included in the project and the <br />210 bidder and bid amount. <br />211 <br />212 Council Member Rafferty asked if adjacent property owners are fully aware of the project. Ms. Hankee <br />213 said field staff has met with them on site and explained plans. <br />214 <br />215 Council Member Stoesz asked if there is a significant amount of funding left after this project (in the <br />216 trail maintenance fund). Ms. Hankee said she believes this is close to fully utilizing the budget. <br />217 <br />218 Council Member Rafferty moved to approve Resolution No. 18-97 as presented.
