COUNCIL MINUTES September 10, 2018 <br />APPROVED <br />133 <br />134 - 32-unit single level villa project proposed as an extension of NorthPointe project; <br />135 - Requires rezoning and plat; <br />136 - Aerial map was reviewed; <br />137 - Existing site conditions were reviewed; <br />138 - Elevations (exterior views and materials, two house plans; different exterior color pallates); <br />139 - Preliminary plat map; <br />140 - Zoning change required from rural to residential; <br />141 - PUD flexibility; <br />142 - Project phasing planned but all street and utility will be done at once; <br />143 - Area resident expressed concern about removal of trees for project; tree plan was reviewed; <br />144 Traffic study goes back to original NorthPointe consideration in 2013; <br />145 - Findings of Fact; <br />146 - Advisory board review (approved by Environmental and Planning & Zoning Board). <br />147 <br />148 Council Member Stoesz asked if the two bump outs will interfere with snow removal. Ms. Larsen <br />149 said that would be no different than a cul-de-sac situation. <br />150 <br />151 Council Member Stoesz asked if efforts will be made to improve on the monotonous appearance of <br />152 the development; Ms. Larsen explained staff s approach with colors, etc. <br />153 <br />154 Mayor Reinert said he understands the demand for this type of housing and he sees that the proposal <br />155 meets requirements. There will be some more work on the PUD elements. Overall the development <br />156 seems to be a good fit. <br />157 Council Member Manthey moved to approve the lst Reading of Ordinance No. 12-18 as presented. <br />158 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />159 <br />160 Council Member Rafferty moved to approve Resolution No. 18-109 as presented. Council Member <br />161 Maher seconded the motion. Motion carried on a voice vote. <br />162 <br />163 6D) LaMotte Area Street and Utility Improvements: i) Consider Resolution No. 18412, <br />164 Accepting bids, Awarding a Construction Contract 2018, LaMotte Area Street and Utility <br />165 Improvement Project; ii} Consider Resolution No. 18-114, Approving Construction Services <br />166 Contract with WSB & Associates, 2018 LaMotte Area Street and Utility Improvement Project — <br />167 City Engineer Hankee reviewed the written staff report. She reviewed previous actions on this project <br />168 and the bid process that precedes this request. Staff is recommending award of the base bid and <br />169 alternates one and two. She noted the amount and company associated with the low bid. Action would <br />170 also include authorization for WSB & Associates to complete construction services. The contractor is <br />171 proposing to substantially complete the project in 2018. <br />172 <br />173 Council Member Rafferty remarked that previously there was concern about bids. The second bid <br />174 process came through at a lower cost; what changed? Ms. Hankee noted the amount of reduction, noted <br />175 changes in the scope of the project and mentioned that the contracting season could also have had an <br />176 impact. <br />0 <br />
