COUNCIL MINUTES September 24, 2018 <br />APPROVED <br />46 Consider Approval of bingo application of Aquinas Roman <br />47 Catholic Home Education Services (St. Joseph's Church) Approved <br />48 <br />49 FINANCE DEPARTMENT REPORT <br />50 <br />51 2A) Consider Resolution No. 18417, Adopting the Preliminary 2018 Tax Levy, Collectible in <br />52 2019 — Finance Director Cotton reviewed her written staff report outlining the presentation of a <br />53 preliminary tax levy for the coming year. She indicated that the proposed tax levy would result in a <br />54 tax rate of 41.724 %, a decrease from the previous year. This levy represents the City's maximum <br />55 levy; it could be reduced before the final action in December. <br />56 Mayor Reinert remarked that the council has worked diligently to review the budget and reach this <br />57 point. He expects that the council will do additional review prior to final adoption. He explained <br />58 how the council has dealt with past challenges and continues to work to keep the tax rate down. <br />59 Council Member Manthey thanked the Finance Director and staff for good communications during <br />60 budget considerations, making the council's job easier. <br />61 Council Member Rafferty moved to approve Resolution No. 18417 as presented. Council Member <br />62 Maher seconded the motion. Motion carried on a voice vote. <br />63 2B) Consider Resolution No. 18-118, Setting the Date and Time for a Public Hearing for the <br />64 Proposed 2019 Operating Budget and 2018 Tax Levy, Collectible in 2019 — Finance Director <br />65 Cotton reviewed her written report requesting that the council set a date and time for the required <br />66 public hearing on the proposed budget. <br />67 Council Member Manthey moved to approve Resolution No. 18418 as presented. Council Member <br />68 Stoesz seconded the motion. Motion carried on a voice vote. <br />69 2C1 Cancelling Debt Service Tax Levy(s) <br />70 i) Consider Resolution No. 18419, Canceling the 2018/2019 Debt Service Tax Levy <br />71 for G.O. Improvement Bond, Series 2013A <br />72 ii) Consider Resolution No. 18420, Canceling the 2018/2019 Debt Service Tax Levy <br />73 for G.O. Capital Note, Series 2016A <br />74 iii) Consider Resolution No. 18421, Canceling the 2018/2019 Debt Service Tax Levy <br />75 for Taxable G.O. Improvement Refunding Bonds, Series 2016B <br />76 Finance Director Cotton reviewed her written report requesting council action to direct certain tax <br />77 levies that staff has determined do not require a levy to meet debt service. <br />78 Council Member Rafferty moved to approve Resolution No. 18-119, No. 120, and No. 121 as <br />79 presented. Council Member Maher seconded the motion. Motion carried on a voice vote. <br />80 <br />81 ADMINISTRATION DEPARTMENT REPORT <br />82 3A) Consider Employment Extension for Community Development Intern —Human <br />83 Resources Manager Bartholomew reviewed her staff report outlining a request to extend the <br />84 internship employment of Ryan Saltis in the Community Development Department. <br />2 <br />
