COUNCIL MINUTES September 24, 2018 <br />APPROVED <br />85 Council Member Maher moved to approve the employment extension as recommended. Council <br />86 Member Rafferty seconded the motion. Motion carried on a voice vote. <br />87 313) Consider Approval of Temporary Employee for Early Voting — City Administrator Karlson <br />88 explained that staff is requesting authorization to hire an election judge to provide assistance with <br />89 absentee voting activities at city hall. The numbers for absentee voting this year are expected to be <br />90 high. He is recommending this temporary position be filled by an election judge. Mayor Reinert noted <br />91 that this responds to the increase the city is seeing in absentee voting activity; staff will be following <br />92 this closely to ensure the additional services will be provided as needed. <br />93 Council Member Rafferty moved to approve the employment extension as recommended. Council <br />94 Member Maher seconded the motion. Motion carried on a voice vote. <br />95 <br />96 PUBLIC SAFETY DEPARTMENT REPORT <br />97 <br />98 4A) Consider Amendments to the City Code regarding Therapeutic Massage and Disorderly <br />99 Houses. <br />100 i. 2nd Reading and Passage of Ordinance No. 1348, Amending Chapter 616 of the <br />101 Lino Lakes Code of Ordinances to update regulations regarding therapeutic <br />102 massage; and <br />103 . 2nd <br />iiReading and Passage of Ordinance No. 1448, Adding a new Chapter 510 to <br />104 the Lino Lakes Code of Ordinances, relating to Disorderly Houses <br />105 <br />106 Public Safety Director Swenson requested that the council consider the 2nd reading of two ordinances. <br />107 These amendments to the city code are requested in order to update the therapeutic massage <br />108 regulations and to add regulations that will allow the public safety department to better address certain <br />109 issues at properties. <br />110 <br />111 Council Member Manthey moved to waive full reading of Ordinance No. 13-18 as presented. <br />112 Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />113 Council Member Manthey moved to approve the 2°d Reading and passage of Ordinance No. 04-18 as <br />114 presented. Council Member Stoesz seconded the motion. Motion carried: Yeas, 5; Nays none. <br />115 Council Member Rafferty moved to waive the full reading of Ordinance No. 14-18. Council Member <br />116 Maher seconded the motion. Motion carried on a voice vote. <br />117 Council Member Manthey moved to approve the 2nd Reading and passage of Ordinance No. 14-18 as <br />118 presented. Council Member Stoesz seconded the motion. Motion carried: Yeas, 5; Nays none. <br />119 <br />120 PUBLIC SERVICES DEPARTMENT REPORT <br />121 <br />122 SA) Consider Resolution No. 18425, Amending Sprint Spectrum L.P. Lease Agreement — <br />123 Water Tower #1— Public Services Director DeGardner reviewed his written report requesting <br />124 approval of an amendment to the lease agreement, changing the utility and insurance sections. The <br />125 changes are not substantive and have been reviewed by the City Attorney. <br />
