Motion carried on a voice vote. 87 313) Consider Approval of Temporary Employee for Early Voting — City Administrator Karlson 88 explained that staff is requesting authorization to hire an election judge to provide assistance with 89 absentee voting activities at city hall. The numbers for absentee voting this year are expected to be 90 high. He is recommending this temporary position be filled by an election judge. Mayor Reinert noted 91 that this responds to the increase the city is seeing in absentee voting activity; staff will be following 92 this closely to ensure the additional services will be provided as needed. 93 Council Member Rafferty moved to approve the employment extension as recommended. Motion carried on a voice vote. 95 96 PUBLIC SAFETY DEPARTMENT REPORT 97 98 4A) Consider Amendments to the City Code regarding Therapeutic Massage and Disorderly 99 Houses. 100 i. 2nd Reading and Passage of Ordinance No. 1348, Amending Chapter 616 of the 101 Lino Lakes Code of Ordinances to update regulations regarding therapeutic 102 massage; and 103 . 2nd iiReading and Passage of Ordinance No. 1448, Adding a new Chapter 510 to 104 the Lino Lakes Code of Ordinances, relating to Disorderly Houses 105 106 Public Safety Director Swenson requested that the council consider the 2nd reading of two ordinances. 107 These amendments to the city code are requested in order to update the therapeutic massage 108 regulations and to add regulations that will allow the public safety department to better address certain 109 issues at properties. 110 111 Council Member Manthey moved to waive full reading of Ordinance No. 13-18 as presented. 112 Council Member Stoesz seconded the motion. Lease Agreement — 123 Water Tower #1— Public Services Director DeGardner reviewed his written report requesting 124 approval of an amendment to the lease agreement, changing the utility and insurance sections. The 125 changes are not substantive and have been reviewed by the City Attorney.
