COUNCIL MINUTES September 24, 2018 <br />APPROVED <br />]71 <br />172 Becky Marshall, 656 Sandpiper Drive, asked for clarification on what the assessments include. Ms. <br />173 Hankee said the assessments will fund the municipal utilities that are being placed in the road and the <br />174 service lines to the property line; the assessment does not cover roadway improvements. Ms. <br />175 Marshall asked what criteria was used to determine the assessment cost per household and Ms. <br />176 Hankee said it is a per unit cost per household. Ms. Marshall asked if there is any special <br />177 consideration for her since she will receive no road improvement. Ms. Hankee explained that Ms. <br />178 Marshall's assessment relates to installation of utilities and not roadway improvements. <br />179 <br />180 Mayor Reinert remarked that it was becoming irresponsible for the City to not repair this road. The <br />181 City utilities are a separate project but it makes sense that they be coordinated with roadway <br />182 improvements <br />183 <br />184 Ken Holvig, 6770 West Shadow Lake Drive, offered thanks to the City for taking on this project. He <br />185 noted telephone poles at the south end of the street — will they be replaced? Ms. Hankee explained <br />186 that there will be poles as it is cost prohibitive to bury the cables. She noted some wires in the <br />187 vicinity where some movement may occur. Mr. Holvig asked about buildable lots (through <br />188 subdivision) and if those lots would be eligible for utility connection in the future and at the same <br />189 cost? Ms. Hankee explained that staff identified some lots that may be eligible for subdivision on a <br />190 preliminary basis (more engineering study is needed for final determinations) and they are <br />191 accommodating the possibility of future subdivision in some cases. <br />192 <br />193 There being no additional speakers, the public hearing was closed at 7:21 p.m. <br />194 <br />195 Council Member Rafferty moved to approve Resolution No. 18415, as presented. Motion carried on a voice vote. <br />197 <br />198 Prior to voting on Resolution No. 18-124, City Engineer Hankee offered additional explanation on the <br />199 Joint Powers Agreement relating to the cul-de-sac included in the project, the golf course property, <br />200 and Sandpiper Drive plat vacation, all of which involve Anoka County property. Community <br />201 Development Director Grochala added that the County will be allowing the storage of peat on their <br />202 property during construction. <br />203 <br />204 Council Member Maher moved to approve Resolution No. 18A24, as presented. Council Member <br />205 Manthey seconded the motion. Motion carried on a voice vote. <br />206 <br />207 613) Consider 2nd Reading and Passage of Ordinance No. 1248, Rezoning Property from R, <br />208 Rural to PUD, Planned Unit Development for Eastside Villas — City Planner Larsen noted that the <br />209 council fully reviewed this rezoning recommendation and 1st Reading of the Ordinance was approved <br />210 at the last council meeting. Staff is requesting 2nd Reading and passage of the ordinance <br />211 Council Member Rafferty moved to waive. the full reading of Ordinance No. 12-18. Council Member <br />212 Maher seconded the motion. Motion carried on a voice vote. <br />213 Council Member Rafferty moved to approve the 2nd Reading and passage of Ordinance No. 14-18 as <br />214 presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. <br />
