CITY COUNCIL WORK SESSION September 24, 2018 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE August 27, 2018 <br />5 TIME STARTED 6*00 p.m. <br />6 TIME ENDED 6:23 p.m. <br />7 MEMBERS PRESENT Council Member Rafferty, Maher, <br />8 Manthey, Stoesz and Mayor Reinert <br />9 MEMBERS ABSENT None <br />10 <br />11 Staff members present: City Administrator Jeff Karlson; Public Safety Director John <br />12 Swenson; Community Development Director Michael Grochala; City Planner Katie <br />13 Larsen; Finance Director Sarah Cotton; Public Services Director Rick DeGardner; City <br />14 Engineer Diane Hankee; City Clerk Julie Bartell. <br />15 <br />16 Review Regular Council Agenda of September 24, 2018 The following agenda items <br />17 were reviewed: <br />18 <br />19 lA — Expenditures — Council Member Maher noted that there were approximately <br />20 $7,500 in payments to the City Attorney and to WSB & Associates relative to services on <br />21 the Lino Lakes Storage development; she wonders if that is close to a standard amount of <br />22 charges for a project? City Planner Larsen explained that the charges relate to a site plan <br />23 review for the project and that is a standard practice; the costs are charged back to the <br />24 developer. <br />25 <br />26 1D — Peddler Permit for NRG Solar — Mayor Reinert received clarification that this was <br />27 not someone selling solar services within the city; it was explained that this most likely <br />28 involves residents purchasing solar credit from a solar garden located elsewhere. <br />29 <br />30 2A — 2C — 2018 Preliminary Budget Actions —Finance Director Cotton reviewed the <br />31 preliminary levy and resulting tax rate that is proposed, as well as accompanying actions <br />32 to proceed with the 2018 budget. <br />33 <br />34 3B —Temporary Employee for Early Voting - Administrator Karlson explained that <br />35 staff is proposing to hire an election judge to handle absentee voting at city hall -for the <br />36 last three weeks of the voting period. Based on experience, the growing demand for <br />37 absentee voting, and the disruptive impact on doing the process from the front window at <br />38 city hall, he is recommending this position be added for this year's election. Mayor <br />39 Reinert asked for more information on the peak period of coverage, the security involved <br />40 in handling ballots and proper oversight. Council Member Stoesz asked that staff keep <br />41 track of the number of ballots handled through the absentee process so that can be used to <br />42 plan for 2020 election. <br />43 <br />44 4A — Amendments to City Code — Therapeutic Massage and Disorderly House - <br />45 Public Safety Director Swenson explained the need to update the city's recently enacted <br />1 <br />
