CITY COUNCIL WORK SESSION September 24, 2018 <br />APPROVED <br />46 regulations for therapeutic massage and to add regulations relative to disorderly houses. <br />47 The council approved the first reading of the ordinances at the, last council meeting and <br />48 staff is requesting approval of second reading and adoption. <br />49 <br />50 SA & SB) -Amendments to Lease Agreement with Sprint Spectrum and Verizon <br />51 Wireless — Public Services Director DeGardner explained that the amendments relate to: <br />52 a) language changes requested by the lessee that have been reviewed and approved by the <br />53 City Attorney (Sprint) and; b) execution of a new five year agreement (Verizon). <br />54 <br />55 6A) West Shadow Lake Drive: Public Hearing; Adopting Assessments for Utilities; <br />56 and Joint Powers Agreement with Anoka County — City Engineer Hankee reviewed <br />57 the actions being requested: a public hearing to allow for comments on assessments, <br />58 approval of the assessment for the utility element of the project and authorization to <br />59 execute a joint powers agreement with the county relative to the project. <br />60 <br />61 Community Development Director Grochala added information relative to the adoption <br />62 of the assessment role, including timing and payment of interest implications. <br />63 <br />64 611- Rezoning of Property within the Eastside Villas Project - City Planner Larsen <br />65 reported that the council is being asked to approve the second reading and adoption of <br />66 this ordinance. It involves a rezoning from Rural to PUD. <br />67 <br />68 6C) ) Drainage and Utility Easement Vacation for Lino Lakes Storage Project <br />69 (440 Park Court) — City Engineer Hankee reported that the council is being asked to <br />70 approve the second reading and adoption of this ordinance. It provides for an easement <br />71 vacation for the Lino Lakes Storage Project. <br />72 <br />73 6D) — 2018 Trunk Water Main and Trail Project: Awarding Construction Contract <br />74 and Construction - City Engineer Hankee reviewed the water main connection location <br />75 that is included in this year's project. This project will include development of a new <br />76 trail in the vicinity of the water main project. She noted the bid process and low bidder. <br />77 The construction services contract proposed was reviewed. <br />78 <br />79 Mayor Reinert noted his meeting with Jamie Jensen who addressed the council at the last <br />80 open mic with some concerns about city staff interactions. The mayor reported that he <br />81 found that the concerns raised are mostly a result of Mr. Jensen's absence from the area <br />82 for many years and resulting unfamiliarity with Minnesota regulations. He explained the <br />83 City's responsibility to inspect construction sites weekly, a process that can be an expense <br />84 and nuisance to those in construction. He explained the value of the inspections to the <br />85 builders. <br />86 <br />87 The meeting was adjourned at 6:33 p.m. <br />s8 <br />89 These minutes were considered, corrected and approved at the regular Council meeting held on <br />90 October 8, 2018. <br />2 <br />
