Charter Commission
October 12, 2017
Page 2
45 meetings during the issues with the fire department which opened his eyes to the other issues
46 going on in the City and increased his desire to get involved.
47
48 OLD BUSINESS
49
50 A. Attorney for Charter Commission
51 Chair Dahl stated that two Commission members provided names of possible attorneys. She
52 stated that one attorney sent out a contract, but the amount stated $5,000. She noted that she
53 attempted to receive a lower priced contract but did not receive a response. She noted that she
54 followed up with another attorney but again did not receive a response. She stated that currently
55 the Charter Commission has zero interest from attorneys and noted that she would be happy to
56 reach out to any possible attorneys that Commission members may be aware of. She stated that
57 she is very open to any ideas the Commission may have.
58
59 Commissioner Poehling asked if there is a specific purpose for an attorney at this time.
60
61 Chair Dahl explained that although the Commission would not need the attorney at every
62 meeting, it would be helpful to have an attorney to follow up with on certain aspects and to assist
63 with amendment language rather than attempting to find an attorney at the spur of the moment.
64 She stated that the challenge is that the Commission is only allotted $1,500 per year for a budget,
65 although funds from the next year could be used as well.
66
67 Commissioner Stanek noted that specifically the Commission was looking for an attorney to
68 review language for the possible ward amendment.
69
70 B. Exempt Areas from Charter (FYI)
71 Chair Dahl stated that the exempt areas from the Charter has been brought up through the years.
72 She stated that this was provided for informational purposes for those members of the
73 Commission that may not be aware of the exempt areas. She explained that the Charter does not
74 apply to commercial and industrial properties.
75
76 Commissioner Lyden stated that the City is working on the new draft of the Comprehensive Plan
77 and asked if there has been any discussion of expanding the exempt zones for commercial and
78 industrial activity.
79
80 Chair Dahl stated that in the past the City wanted to abolish some of the exempt zones but the
81 Charter Commission did not agree.
82
83 Commissioner Bretoi stated that he thought the discussion involved removing the exempt zones
84 through amendment.
85
86 Chair Dahl agreed that was the discussion in the past.
87
88 Commissioner Juni asked for additional information on the roads included on the exempt areas
89 on the maps.
2
