3 <br />I TEM 12. W ATER R ESOURCES : W ETLANDS <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />12.1 Delineate wetlands in acco rdance with the Corps of Engineers Wetlands <br />Delineation Manual and classify wetlands according to Wetlands of the United <br />States (Circular 39) and Wetlands and Deepwater Habitats of the United States. <br /> <br />12.2 Follow sequencing process of wetland avoidance, mi nimization, rectification, and <br />mitigation as outlined in the Wetland Conservation Act (WCA) if wetlands area <br />altered. <br /> <br />12.3 Apply for applicable wetland permits to obtain authorization for wetland <br />alterations under WCA and Section 404 prior to project cons truction if <br />development activities will impact a jurisdictional wetland. <br /> <br />12.4 Mitigate areas of wetland impacts according to the requirements of the Wetland <br />Conservation Act . <br /> <br />12.5 Submit wetland permit applications and replacement plans, as appropriate, to the <br />Minnesota Board of Water and Soil Resources, Rice Creek Watershed District, <br />and the City of Lino Lakes. <br /> <br />12.6 Follow the requirements for wetland alterations delineated by the Rice Creek <br />Watershed District (RCWD). <br /> <br />12.7 Minimize or avoid totally any filling of public waters through careful design. <br /> <br /> <br />I TEM 13. W ATER U SE <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />13.1 Monitor water usage and do not permit new development to proceed if it exceeds <br />the capacity of the water supply and distribution system. <br /> <br />13 .2 Construct the water supply and distribution system in accordance with Minnesota <br />Department of Health standards and with the goals, policies, and <br />recommendations set forth in the city’s Comprehensive Water System Plan. <br /> <br />13.3 As necessary, amend the city’s Comprehensive Water System Plan and Capital <br />Improvement Plan to be consistent with an future amendments or updates to the
