4 <br />Comprehensive Plan that would necessitate expansions or alterations to the water <br />system. <br /> <br />13.4 Prepare a Wellhead Protection Plan am endment for new wells and follow the <br />adopted wellhead protection plans for Lino Lakes and Centerville. <br /> <br />13.5 Require abandoned private wells to be sealed in compliance with the Minnesota <br />Department of Health regulations. <br /> <br />13.6 Require that the installation of any private individual wells be constructed and <br />installed in accordance with the Minnesota Department of Health regulations <br />(Minnesota Well Code). <br /> <br />13.7 Continue to implement the City’s adopted water conservation policies which are <br />intended to attenuat e peak water demands throughout the City. <br /> <br /> <br />I TEM 15. W ATER S URFACE U SE <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />15.1 Consider restricting individual lake access and dock construction along public and <br />private shorelands by encouraging the use of clustered access and dock facilities. <br /> <br /> <br />I TEM 16 E ROSION AND S EDIMENTATION <br /> <br />Mitigation Strategies <br /> <br />The City will: <br /> <br />16.1 Require project proposers to acquire NPDES/SDS General Stormwater Permit for <br />Construction Activity from the MPCA prior to initiating earthwork. <br /> <br />16 .2 Require project proposers to meet the erosion and sediment control regulations in all <br />applicable regulations, ordinances and rules of the city and MPCA, and Rice Creek <br />Watershed District. <br /> <br />16.3 Require project proposers to minimize runoff, improve the q uality of runoff, and <br />provide erosion control through BMPs and other low impact development techniques. <br /> <br />including: <br />• Reduce impervious surfaces (e.g., use narrow roads, efficient road layout, <br />permeable pavement);
