CITY OF LINO LAKES <br />ECONOMIC DEVELOPMENT <br />ADVISORY COMMITTEE <br />MINUTES <br />DATE: September 9, 2018 <br />MEMBERS <br />PRESENT: Andrew Cravaro, Julie Schwartz, Jim Schueller, Nathan Vojtech, Thomas Colgan, <br />Patrick Kohler <br />MEMBERS <br />ABSENT: Michael Ruhland, Don Johnson, Chad Wagner <br />OTHERS PRESENT: Mike Grochala, Mara Strand <br />APPROVAL OF MINUTES <br />It was moved by Mr. Cravaro to approve the minutes from August 2, 2018 and seconded by Mr. <br />Vojtech, passing unanimously. <br />DISCUSSION ITEMS <br />A. Anoka County Regional Economic Development Initiative, Memorandum of Understanding <br />Mr. Grochala provided an overview of the draft agreement. He explained that the agreement <br />would be in place for five years and could be extended by agreement of participating cities. The <br />partnership would concentrate on implementing an overall marketing plan for Anoka County. <br />Mr. Grochala explained that there would be an executive committee made up of representatives <br />from Anoka County, Connexus and MetroNorth along with four municipalities. Future <br />representation will be solicited from member cities and elected by vote of the executive <br />committee. The annual budget would be voted on by individual city councils. <br />The EDAC provided comments regarding term limits, overlap of terms to provide continuity as <br />well as cost sharing. Members suggested that a provision should be included regarding how any <br />assets would be distributed if/when group disbands. The committee also questioned if cities <br />would have access to any service if not participating financially. <br />Mr. Grochala stated he would forward on the comments for consideration. He noted that all 21 <br />Anoka County Communities where planning to participate in the group. <br />B. Marketplace Drive/771h Street Improvements - Property Acquisition <br />Mr. Grochala provided a brief history of Target/Kohl's project and access considerations that led <br />to the signal at Marketplace Drive and Lake Drive. He noted that consideration was given to a <br />future west connection to 77th Street at the time. <br />
