COUNCIL MINUTES <br />October 22, 2018 <br />APPROVED <br />90 <br />91 PUBLIC SERVICES DEPARTMENT REPORT <br />92 <br />93 There was no report from the Public Services Department, <br />94 <br />95 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />96 6A) Public Hearing, Consider Resolution 18-141, Adopting Assessments Weed Abatement — <br />97 Community Development Director Grochala reviewed his written report. He noted the one property <br />98 on the list. He reviewed the process that precedes assessment of the cleanup charges. <br />99 <br />too Council Member Stoesz asked if the charge is an appropriate amount for the services provided. <br />101 Director Grochala explained that the charges are appropriate but also staff will be requesting that the <br />102 charge be raised in the fee schedule. <br />103 <br />104 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />105 hearing was closed. <br />106 <br />Council Member Rafferty moved to approve Resolution <br />No. 18-141 <br />as presented. Council Member <br />107 <br />Maher seconded the motion. Motion carried on a voice <br />vote. <br />108 6B) Consider Resolution No. 18-146, Approving Grading and Trunk Utility Agreement <br />109 Amendment for Watermark Development — City Engineer Hankee reviewed the request to approve <br />110 an amendment to the original agreement approved in 2016. While grading has been occurring on the <br />111 site, the builders proceed with their development agreement plans. She reviewed the Watermark <br />112 project schedule going forward. <br />113 <br />114 Mayor Reinert asked if there if anything unique about this agreement and Ms. Hankee no. <br />115 <br />116 Council Member Maher moved to approve Resolution No. 18-146 as presented. Council Member <br />117 Manthey seconded the motion. Motion carried on a voice vote. <br />118 <br />60 Consider Resolution No. 18439, Authorizing Preparation of Plans and Specifications, <br />ll9 North East Drainage Outlet to Peltier Lake —City Engineer Hankee reviewed the written staff report <br />120 requesting authorization to proceed with plans and specifications for the North East Drainage Outlet <br />121 project. She reviewed the project area utilizing a map. The reviewed elements of the project, <br />122 including an open channel, phasing, a culvert crossing under the highway, the need for watershed and <br />123 MnDOT approval. The overall project cost was noted. She also noted that WSB representative Pete <br />f24 Willenbring was present to answer questions. <br />125 <br />126 Mayor Reinert remarked that $3 million is costly but the City will fund this and anticipates <br />127 reimbursement by developers. <br />128 <br />129 Council Member Stoesz asked how the City of Hugo is paying a fair share. Community Development <br />13o Director Grochala said there isn't really a fair amoun.. This City cannot block their drainage so we <br />131 must accommodate the existing flow from Hugo. <br />
