See separate minutes. Meeting was <br />20 recorded as required. <br />21 2. 12th Avenue Trail Discussion —City Engineer Diane Hankee presented <br />22 information on possible trail improvements. The need was brought forward by area <br />23 residents. Ms. Hankee reviewed her written report that includes information on the <br />24 multiple options that were considered (on -road, adding curb and cutter, alignment- <br />25 standard trail design). An overhead view of the area was used to show right/of/way. <br />26 Council Member Stoesz asked why the trail wasn't continued when homes were built. <br />27 Ms. Hankee explained that it appears it followed the occurrence of development in the <br />28 area. Ms. Hankee reviewed the trail connection project being proposed. She noted that <br />29 property owners who would be impacted by development of the trail have been notified <br />30 of proposed plans and compensation that could be involved. <br />31 <br />32 Mayor Reinert asked to hear from property owners present. <br />33 A gentleman spoke who said he lives at 6482 12th Avenue. He asked if the property <br />34 acquisition would be by easement and Ms. Hankee said yes. The gentleman said he is <br />35 familiar with the drainage ditch and knows it cannot be shortened or it will no longer be <br />36 effective. Also he has worked on tree replacement and hates to see removal of his new <br />37 landscaping. He thinks it would be preferable to add drainage to the street rather than <br />38 count on the ditch. He supports the trail because it's currently a safety issue for walkers <br />39 and children; part of the problem is that people are ignoring a stop sign. <br />40 <br />41 A resident who lives at 6474 12th Avenue asked how far back an easement is proposed. <br />42 He has a septic mound that could be impacted. Ms. Hankee explained that the plans are <br />43 preliminary but they are aware of the presence of the septic. <br />1 <br />
