CITY COUNCIL WORK SESSION <br />December 3, 2018 <br />APPROVED <br />44 <br />45 Mayor Reinert confirmed the possibility that Municipal State Aid (MSA) state funds <br />46 could be used for a trail project like this. He is glad to have this preliminary data <br />47 indicating possible costs and implications. He recommends continuing the conversation. <br />48 He is not happy with the price though. <br />49 <br />50 Council Member Manthey recalled the residents coming forward requesting the trail and <br />51 he thinks it would be beneficial to show them the results and continue their involvement <br />52 as the council continues the discussion. <br />53 <br />54 Council Member Rafferty remarked that it's telling that the resident who attended this <br />55 evening recognizes a problem and said safety of the kids is foremost. He hopes this can <br />56 continue with consideration for all involved. <br />57 3. Watermark Development Update —City Planner Larsen provided an extensive <br />58 review of the council's previous discussions and approvals, as well as the current request <br />59 for action on the Watermark Development. A PowerPoint presentation was used to <br />60 provide information on the following: <br />61 - Watermark Land Use Controls (history): <br />62 - PUD Development Stage Plan; <br />63 - Turn Lanes — 20t' Avenue (as discussed last meeting); <br />64 - PUD Amendment #1— Land Use Plan (2017); <br />65 - PUD Amendment — Architectural Design Standards (2017) (pointed out that the <br />66 council received information via email with specifics); <br />67 - Single Family Home collections would meet or exceed the city's zoning and PUD <br />68 requirements in certain areas; areas where PUD flexibility is authorized was <br />69 reviewed; <br />70 - Townhomes —PUD flexibilities were reviewed; <br />71 Council Member Rafferty received assurance that the requirement of an HOA will be <br />72 held to the property and continued even if property development changes hands. City <br />73 Attorney Squires said the agreement would require evidence of recording. <br />74 - Public Value Achieved; <br />75Master Plan Booklet <br />76 Mayor Reinert asked why the Mattamy product went up to about 5,500 square feet while <br />77 this development proposes only up to about 3,400 square feet.
