CITY COUNCIL WORK SESSIONAugust 26, 2013 <br />DRAFT <br />Item 6A, 2235 Arthur Court Accessory Building <br />City Planner Larsen explained that <br />46- <br />the two requests before the council relate to a property owner who wants to construct an <br />47 <br />improvement. The project would require vacation of a drainage and utility easement. <br />48 <br />Staff has reviewed the history of the easement and the current situation and determined <br />49 <br />that it is no longer needed. The second request isfor a variance on a driveway to serve <br />50 <br />the proposed improvement. The council reviewed the project location in relation to <br />51 <br />neighboring property and also any loss of trees (only one significant tree would be <br />52 <br />removed). On questions about setting a precedent by granting a variance, Planner Larsen <br />53 <br />explained that there are findings of fact attached to the action and the land is developable; <br />54 <br />the Planning and Zoning Board recommended approval. In response to questions, she <br />55 <br />added that the driveway will not be paved, and the drainage situation for the property has <br />56 <br />been well studied by the City Engineer so no drainage issues would result. Mayor <br />57 <br />Reinert indicated that he understands the uniqueness of this request. <br />58 <br />59 <br />Item 6B, PUD Concept Plan for Emmerich Development Corporation <br />–The mayor <br />60 <br />suggested that the council would not have adequate time this evening to review the <br />61 <br />proposed development plans. Since it is a large development that merits a thorough <br />62 <br />review, the matter was postponed to the next work session for review. <br />63 <br />64 <br />st <br />Item 6C) 21Avenue Improvement Project <br />–Community Development Director <br />65 <br />Grochala reviewed the action that approves a Petition and Waiver Agreement with the <br />66 <br />developer and authorizes execution of a joint powers agreement with the City of <br />67 <br />Centerville outlining the basic parameters of roadway responsibilities.
