WS — Item #2 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 2 <br />Date: January 7, 2019 <br />To: City Council <br />From: Diane Hankee, City Engineer <br />Re: Elmcrest Avenue and Cedar Street Roadway Paving <br />Background <br />Elmcrest Avenue, from Tart Lake Road south approximately 2,300 feet, is a highly <br />traveled section of gravel roadway carrying 700 vehicles per day. Approximately 600 <br />feet of Elmcrest Avenue is a border road between the cities of Hugo and Lino Lakes. The <br />remaining 1,700 feet is within Hugo. <br />Elmcrest Avenue is adjacent to the Clearwater Creek neighborhood and is the principal <br />access into the City for the West Oaks neighborhood. This section of roadway continues <br />to generate complaints from residents within the area due to recurrent rutting and poor <br />driving conditions. The City of Hugo currently grades the gravel road and performs <br />maintenance. The estimated cost of paving Elmcrest Ave is $250,000. If split on linear <br />foot basis the City of Lino Lakes share of the cost would be approximately $35,000. If <br />Elmcrest Avenue is paved the City should consider how it may impact the traffic patterns <br />in the area. <br />Cedar Street from Otter Lake Road to the eastern boarder of Lino Lakes consists of both <br />a paved section and gravel section roadway. The gravel section of Cedar Street caries <br />590 vehicles per day, which is a high volume, resulting recurrent rutting and poor driving <br />conditions. The City of Hugo preforms the gravel road grading of Cedar Street. The <br />estimated cost of paving the gravel section of Cedar Street is $140,000. <br />Recognizing that the gravel sections of Elmcrest Avenue and Cedar Street are used by <br />both cities, and both cities receive complaints on each roadway, the City of Hugo staff is <br />working with the City of Lino Lakes staff on an equitable solution. In preliminary <br />discussions with Hugo staff they have indicated that Hugo would consider paving <br />Elmcrest Avenue if Lino Lakes paves the gravel section of Cedar Street. The City of <br />Hugo did not feel it was justified for them to contribute additional funding to repairing <br />the paved section of Cedar Street. <br />The paved section Cedar Street, from Otter Lake Road to Clearwater Creek Drive, has a <br />traffic volume of 1,100 vehicles per day and is a Municipal State Aid roadway. Note the <br />traffic volume on this section of Cedar Street is approximately double that of the gravel <br />
