section and carries commercial/industrial traffic loads. With consideration to pave the <br />gravel section of Cedar Street, it is recommended to consider improvements to the paved <br />section of Cedar Street. The paved section is in poor condition and is identified in the <br />city's pavement ratings for being in need of reconstruction/maintenance. Based on <br />previous Council discussions two roadway project options were estimated for Council <br />consideration, a Reconstruction project and a Reclamation project. The estimated cost of <br />Reconstructing the paved section is $780,000, and the estimated cost of Reclaming the <br />paved section is $350,000. <br />The improvements to the paved section of Cedar Street were included in the City's <br />approved Capital Improvement Plan dating back to 2007. In response to citizen inquiries <br />the Council discussed improvements at the November 2, 2015 Work Session. At that time <br />the project was tentatively scheduled for 2017 pending funding. <br />While the reconstruction of paved section of Cedar Street has been included in past <br />Capital Improvement Plans, it is not currently included in the 5-year Street <br />Reconstruction Plan. This is due, in part, to different funding sources. Cedar Street was <br />proposed to be funded through State Aid funds and Special Assessments. The City <br />previously collected $247,500 from the Industrial Park development and Clearwater <br />Creek residential development for future improvements. <br />Requested Council Direction <br />Provide staff direction on the project funding, and direction to schedule a meeting with <br />Hugo representatives regarding the construction of Elmcrest Avenue and Cedar Street. <br />Attachments <br />1.
