Astorm water management plan that <br />meets or exceeds the requirements of Rice Creek Watershed District shall be prepared. <br />It would be beneficial to employ a stormwater treatment-train design that uses <br />BMP's that can reduce volume and filter stormwater throughout the proposed <br />development. <br />One (1) foot contours are required. <br />Rear yard drainage swales that exceed more than four lots in length will require a <br />rear yard catch basin. <br />The wetland delineation that is shown has expired and will need to be updated. <br />A Rice Creek Watershed District permit will be required. We recommend <br />beginning discussion with the district as soon as possible. <br />Public Utilities <br />The subject site is located in Sanitary Sewer District 3 (Sub-district 3C) and is served by <br />a MCES Interceptor 76-51, a 24-inch gravity sewer in Cedar Street The gravity sewer <br />main is located approximately 400 feet to the east of the north boundary of the <br />development and is adequate in size for development of the site. The trunk sanitary <br />sewer main will extend from the existing MCES interceptor south on Street B into the <br />development. <br />th <br />The subject site is served by a 16 inch trunk watermain located in CSAH 54 (20 <br />Avenue) and Cedar Street. The trunk watermain will extend from Cedar Street south <br />along Street B to the proposed future extension of Birch Street and then west on Birch <br />th <br />Street to 20Avenue. <br />Public Land Dedication <br />The City will require a combination of land dedication and cash in lieu of land. A per <br />unit fee will be charge against all units in the plat. The value of land proposed for <br />dedication will be subtracted from this amount. <br />Tree Preservation <br />A tree survey and preservation plan shall be submitted. There are a few small tree stands <br />specifically on the southwestern corner of the site that will need to be evaluated. <br />Requested Council Direction <br />The City’s review and comments on the concept plan’s relation to the Comprehensive <br />Plan and development regulations do not grant any rights to the applicant to development <br />the property as depicted by the concept plan. <br />The Environmental Board reviewed the concept plan on July 31, 2013 and the Planning <br />& Zoning Board reviewed the plan on August 14, 2013. Overall general comments were <br />in favor of submitting a PUD Development Stage/Preliminary Plat application. <br /> <br />
