11.2Add the “Core” and “Outlier” habitat areas to the City’s Parks, Natural Open <br />Space/Greenways, and Trail System Plan map. <br />11.3Require public land dedication of priority natural open space areas through the <br />subdivision process. <br />11.4Require that cash in lieu of public land dedication for subdivisions within the <br />AUAR area be spent within the AUAR area to purchase, restore, and/or maintain <br />priority natural open space areas. <br />11.5Consider provisions for conserving “Other” habitat areas (see Figure 10-2) during <br />the development review process. <br />11.6Establish mechanisms for ecological restoration, management, stewardship, and <br />education. <br />11.7Provide for turtle and other wildlife passage by continuing to require <br />surmountable curbing in new residential developments and encouraging <br />ecologically sensitive site design. <br />11.8Consult with the DNR and/or US Fish and Wildlife Service to determine <br />appropriate mitigation strategies for activities near the Bald Eagle’s nests within <br />the AUAR area before development occurs within the vicinity of the nests, <br />including reviewing recommended disturbance limit guidelines developed by the <br />DNR. <br />11.9Continue to enforce the Peltier Lake No-Wake Zone ordinance and establish <br />buffers to protect the Peltier Lake Heron Rookery. <br />11.10Require rare plant surveys, by qualified personnel, prior to development in <br />wetland areas. <br />11.11Encourage ecologically sensitive design and construction practices for the <br />proposed northerly bypass. <br />2 <br /> <br />
