CITY COUNCIL WORK SESSION January 7, 2019 <br />APPROVED <br />76 - Maximizing as much of the recreation space while providing parking and <br />77 addressing stormwater needs; <br />78 - Soccer/Lacrosse fields, ball fields (youth size fields), two hockey rinks and <br />79 general skating with warming house; picnic pavilion and play area (2); <br />80 The president of the area youth baseball organization was present and reviewed the needs <br />81 that they see for facilities in the area. A majority of the use would be girls' softball where <br />82 there is currently a big need. He reviewed the possibility for tournament use (revenue). <br />83 - More detail was provided on Phase lA (parking, trail, tennis, pickleball); two <br />84 options for future add-ons (skatepark, basketball court, additional pickleball <br />85 courts); <br />86 - More detail provided on Phase 1 B (southern area) including soccer, baseball and <br />87 skating facilities; <br />88 Council Member Stoesz noted his concern about roadway access; he thinks there could be <br />89 some confusion on the entrance. <br />90 Council Member Maher remarked that she wants to see facilities that serve all ages; in <br />91 light she likes the pickleball element and growing that. <br />92 Council Member Manthey said he's heard from several people on skate park facilities. <br />93 He wonders if providing that would keep skaters off of other in appropriate skating areas. <br />94 He added, also if it's just a modular system, he doesn't think it will be well used. He'd <br />95 like to see the pickleball and tennis first and wait on the skateboard element. He'd like to <br />96 move forward on the initial phase. He also reminded staff that adequate parking is an <br />97 absolute necessity. <br />98 <br />99 Mayor Reinert said he envisions having more review and then moving on the phase. <br />100 Then there will be more discussion on future elements. Communication with residents <br />101 will be included. The master plan can be approved to continue to provide guidance. <br />102 <br />103 Timing was discussed, including in coordination with the new water tower. Mr. <br />104 DeGardner said identification of funds sources should be precede moving on plans and <br />105 staff can provide more information on that at the next work session. <br />106 <br />107 Mayor Reinert said he likes what is coming forward and he would like to see some <br />108 ground broken this year. <br />109 The council concurred that the general direction of the plans is good. <br />110 5. Ambulance Primary Service Area — Public Safety Director Swenson explained <br />111 the governmental structure that supports emergency medical services in the state that <br />112 assigns Primary Service Area (PSA) for ambulance service. The entire area of the City is <br />113 assigned to Fairview Hospital in Wyoming, MN and they have a contract with North <br />3 <br />
