CITY COUNCIL <br />AGENDA ITEM 5B <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: January 28, 2019 <br />TOPIC: <br />Consideration of Resolution No.19-13 Approving Contract with <br />Northland Recreation Inc. for Sunrise Park Playground Equipment, <br />Rick DeGardner <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting council consideration to approve a contract with Northland Recreation Inc. in <br />the amount of $95,000 for the design, equipment, border, safety surface, and installation of the <br />Sunrise Park Playground Project. <br />BACKGROUND <br />The playground at Sunrise Park was installed in 1998 and is need of replacement. The Park <br />Board recommended the Sunrise Park playground equipment be replaced as part of the 2018 <br />Parks and Trails Capital Projects Program. <br />Public Services Department staff will undertake the removals process and perform the necessary <br />site work. The project cost will include design work, playground equipment, concrete border, <br />engineered wood fiber, and installation. <br />Staff is recommending entering into a contract with Northland Recreation, Inc. to provide the <br />design and equipment for the Sunrise Park Playground Project via Sourcewell (formerly NJPA). <br />Sourcewell is a public corporation serving as a municipal contracting agency for government and <br />education agencies. Sourcewell serves member agencies under the legislative authority <br />established and granted by Minnesota Statute 123A.21. This agreement fulfills the competitive <br />solicitation and contract process required of governmental agencies. <br />Staff utilized this process with the successful 2018 Birch Park Playground Project. Also, <br />Northland Recreation, Inc. provided the playground equipment and park shelter at NorthPointe <br />Park. <br />Recommended funding is from the Park and Trail Improvement Fund. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 19-13. <br />
