Ms. Hankee noted that electronic bids will be accepted 128 <br />for this project, allowing more contractor flexible up to the end of the process; staff will be offering to 129 <br />allow joint bids for both the LaMotte and this project. 130 <br />Council Member Rafferty moved to approve Resolution No. 18-86 as presented. Council Member 131 <br />Stoesz seconded the motion. Motion carried on a voice vote; Council Member Maher voted no. 132 <br />6D) Consider Resolution 18-87, Approving the Plans & Specifications and Authorizing the Ad 133 <br />for Bid, 2018 LaMotte Area Street and Utility Improvement Project – City Engineer Hankee 134 <br />reviewed the written report. The previous process resulted in high bids and staff returned to the table 135 <br />to look further. They are proposing that the project be bid again in conjunction with the West Shadow 136 <br />Lake Road project. She noted that this is now a sewer lining project with road and drainage 137 <br />improvements and no water line included. 138 <br />Council Member Rafferty asked if it is still possible to get this project done this year and Ms. Hankee 139 <br />said they are leaving that option open. She also reported on the parking access plans (involving a park 140 <br />in Centerville). She added an update on soil testing. They have communicated with the neighborhood 141 <br />on the possible impact on access, although it should be somewhat minimal since the contractor will 142 <br />attempt to keep the homes accessible. 143 <br /> 144 <br />Council Member Stoesz asked if there will be additional hydrants installed and Ms. Hankee explained 145 <br />the decision was made to not extend the water main especially since there would be connection charges 146 <br />from Centerville even if there is no use. She explained how water could be added in the future. 147 <br />Council Member Maher moved to approve Resolution No. 18-87 as presented. Council Member Stoesz 148 <br />seconded the motion. Motion carried on a voice vote. 149 <br />6B) Consider Resolution 18-88, Authorizing Acquisition of Permanent Easements, 2018 150 <br />Trunk Watermain and Trail Project- City Engineer Hankee reviewed the project plans that include 151 <br />a water main (city’s trunk system) that will provide improved water supply. The project will also 152 <br />include the installation of a trail along the main route. They are also doing a water main section 153 <br />connecting Well No. 6 to Well No. 3. The project requires three easements and staff has worked 154 <br />with the property owners and reached valuation on the property. 155 <br /> 156 <br />Council Member Manthey asked how far the easements reach in toward the private properties and 157 <br />Ms. Hankee explained that a trail is about 13 feet from the street edge and then about 2 feet past that. 158 <br />Council Member Rafferty moved to approve Resolution No. 18-88 as presented. Council Member 159 <br />Maher seconded the motion.
