COUNCIL MINUTES July 23, 2018 <br />DRAFT <br />3 <br />Council Member Rafferty moved to waive the full reading of Ordinance No. 09-18. Council Member 87 <br />Rafferty seconded the motion. Motion carried on a voice vote. 88 <br />Council Member Rafferty moved to approve the 2nd Reading and passage of Ordinance No. 09-18 as 89 <br />presented. Council Member Maher seconded the motion. Motion carried: Yeas, 5; Nays none. 90 <br />6B) Consider 2nd Reading of Ordinance No. 10-18, Amending City Code Chapter 1007 91 <br />Related to Commercial Kennel and Commercial Stable Performance Standards – City Planner 92 <br />Larsen noted that the ordinance change recommended relates to modifications to how a commercial 93 <br />stable is identified. The council fully reviewed the change that the 1st reading. 94 <br />Council Member Maher moved to waive the full reading of Ordinance No. 10-18. Council Member 95 <br />Manthey seconded the motion. Motion carried on a voice vote. 96 <br />Council Member Manthey moved to approve the 2nd Reading and passage of Ordinance No. 10-18 as 97 <br />presented. Council Member Stoesz seconded the motion. Motion carried: Yeas, 5; Nays none. 98 <br />6C) Consider Resolution 18-86, Ordering the Project, Approving the Plans & Specifications 99 <br />and Authorizing the Ad for Bid, 2018 West Shadow Lake Drive Street and Utility Improvement 100 <br />Project – City Engineer Hankee reviewed the written report. She noted staff’s work that brings the 101 <br />project forward to this point. She noted the project schedule, with construction commencing in the fall. 102 <br />Staff is recommending that the council call a special meeting on September 17th to consider 103 <br />assessments for the project. She noted the permit status with the watershed district. Construction costs 104 <br />are being defined by certain factors. Bids will be received and staff will bring the results to the 105 <br />council. 106 <br /> 107 <br />Council Member Maher said she was especially curious about the plans and specifications because she 108 <br />didn’t recall much discussion or review in that area. There hasn’t been substantial council review at 109 <br />this point and she doesn’t feel ready to vote. She noted some concerns. Ms. Hankee noted the number 110 <br />of neighborhood meetings that have been held on this project and the information on the city website, 111 <br />including technical information. At the last neighborhood meeting, they had 90% plans and 112 <br />specifications available for review. Council Member Maher noted the question of ditch versus storm 113 <br />pond. Ms. Hankee explained that with the change to ditches from storm ponding, there is still the same 114 <br />drainage pattern. Council Member Maher said she understood that some residents have come forward 115 <br />in support of the storm ponding and Ms. Hankee said that support has been heard just over the past 116 <br />week and those supporting don’t own the land involved. Ms. Hankee added that a change at this time 117 <br />would delay the project to next year. Council Member Maher asked about planned parking and if that 118 <br />would be one side only and Ms. Hankee said the whole northern section will have curb and the parking 119 <br />is planned for the west side of the street. Council Member Maher noted that the culvert doesn’t seem to 120 <br />be changing even though one side is under water and Ms. Hankee explained that the culvert line doesn’t 121 <br />have a lot of grade so that’s the impact. There was more information provided on the ditches that are 122 <br />planned, including depth and maintenance expectations. Council Member Maher received clarification 123 <br />that the surmountable curb is the city standard. 124 <br /> 125 <br />Council Member Stoesz asked if staff thinks that three bids are achievable and Ms. Hankee said staff 126 <br />thinks so. They will be allowing electronic bidding for contractors to allow more flexibility to the last 127
