City of Lino Lakes ADA Transition Plan Page 3 <br />2. SELF-EVALUATION <br />A. OVERVIEW <br />The City of Lino Lakes is required, under Title II of the Americans with Disabilities Act (ADA) <br />and 28CFR35.105, to perform a self-evaluation of its current transportation infrastructure <br />policies, practices, and programs. This self-evaluation will identify what policies and <br />practices impact accessibility and examine how the City of Lino Lakes implements these <br />policies. The goal of the self-evaluation is to verify that, in implementing the City of Lino <br />Lakes’ policies and practices, the department is providing accessibility and not adversely <br />affecting the full participation of individuals with disabilities. <br />The self-evaluation also examines the condition of the City of Lino Lakes’ Pedestrian <br />Circulation Route/Pedestrian Access Route) (PCR/PAR) and identifies potential need for <br />PCR/PAR infrastructure improvements. This will include the curb ramps and <br />bicycle/pedestrian trails that are located within the City of Lino Lakes rights of way. Any <br />barriers to accessibility identified in the self-evaluation and the remedy to the identified <br />barrier are set out in this transition plan. <br />B. SUMMARY <br />In July and August of 2018, the City of Lino Lakes Public Services staff conducted an <br />inventory of 370 pedestrian curb ramps within its public right of way. In addition, data from <br />the City’s pavement management system was used to evaluate the condition of 30 miles of <br />bituminous trail segments within its public right of way. <br />A summary of these facilities as provided by City of Lino Lakes staff related to ADA <br />standards is found in Appendix A and will be updated periodically. <br />3. POLICIES AND PRACTICES <br />A. PREVIOUS PRACTICES <br />Since the adoption of the ADA, the City of Lino Lakes has striven to provide accessible <br />pedestrian features as part of the City’s capital improvement projects. As additional <br />information was made available as to the methods of providing accessible pedestrian <br />features, the City of Lino Lakes updated their procedures to accommodate these methods. <br />B. POLICY <br />The City of Lino Lakes’ goal is to continue to provide accessible pedestrian design features <br />as part of the City’s capital improvement projects. The City of Lino Lakes has established <br />ADA design standards and procedures as listed in Appendix F. These standards and <br />procedures will be kept up to date with nationwide and local best management practices. <br />The City will consider and respond to all accessibility improvement requests. All accessibility <br />improvements that have been deemed reasonable will be scheduled consistent with <br />transportation priorities.
