7 <br /> <br />Wetlands <br /> <br />As part of the original 2003 Marshan Lake Industrial Park development, wetlands located on <br />the west side of parcel were delineated and shown on the final plat. A drainage and utility <br />easement covers the wetland. <br /> <br />In May 2018, the applicant had the wetlands re-delineated and RCWD issued a WCA Notice of <br />Decision on June 25, 2018 approving the new wetland boundary shifted to the west. <br /> <br />There are no wetland impacts proposed with the Lino Lakes Storage project. The existing <br />drainage and utility easement over the 2003 delineated wetland shall be vacated and a new <br />easement shall be recorded. The City Council will hold the public hearing for the vacation <br />process. <br /> <br />Shoreland District <br /> <br />As previously discussed, the east portion of the parcel is in the Shoreland District of Marshan <br />Lake (Natural Environment). The amount of impervious surface allowed in the Shoreland <br />District is 60 % and the LI, Light Industrial District is 75%. The impervious surface <br />requirements are met as discussed under Impervious Surface above. <br /> <br />Floodplain <br /> <br />There are no floodplains located on site. <br /> <br />Anoka County Highway Department <br /> <br />Staff has distributed materials to Anoka County Highway Department and is awaiting their <br />comments. <br /> <br />Stormwater Maintenance Agreement <br /> <br />A Declaration for Maintenance of Stormwater Facilities is required. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required. <br /> <br />Planning and Zoning Board <br /> <br />The Planning & Zoning Board held a public hearing on August 8, 2018. There were no public <br />comments. The Board recommended approval with a 6-0 vote with conditions detailed in <br />Resolution No. 18-103. <br /> <br />Findings of Fact <br /> <br />Council Resolution No. 18-103 details the Conditional Use Permit Findings of Fact. <br />
