10 <br /> <br />f. Providing infrastructure that benefits community beyond the project site that <br />would otherwise not be financially feasible <br />2. Identify and define incentives offered to developers for achieving specific public values <br />not achievable under conventional development standards. These incentives may <br />include, but are not limited to: <br />a. Reduced street and right-of-way widths <br />b. Trunk utility and stormwater management fee credits <br />c. Staging plan flexibility <br />3. Encourage master planning to accomplish the objectives of the Comprehensive Plan <br />including, but not limited to, implementing the Resource Management System Plan, as <br />amended, implementing Rice Creek Watershed District’s Lino Lakes Resource <br />Management Plan, as amended, providing life-cycle housing, and diversifying the city’s <br />tax base. <br /> <br />As previously discussed, the site is guided for medium density residential development which <br />requires a density of 4.0 to 5.9 units per acres. The proposed net density is 4.0 units per acre <br />which is consistent with the Comprehensive Plan’s guided land use and density. <br /> <br />Eastside Villas meets the land use goals by connecting to the NorthPointe residential <br />subdivisions and preventing fragmented development. It also creates a residential subdivision <br />that supports public values by integrating the stormwater conveyance systems, wetland and <br />open space areas and trail corridor into a multi-functional greenway corridor. The development <br />implements the Resource Management Plan, provides life-cycle housing, promotes pedestrian <br />connectivity and diversifies the city’s tax base. <br /> <br />Housing Plan <br /> <br />Goal 3: Ensure housing development is compatible with existing and adjacent land uses and <br />provides accessibility to key community features and natural amenities. Policies include linking <br />trails to parks, lakes and schools. <br /> <br />Goal 5: Improve availability of affordable and life-cycle housing. <br /> <br />Eastside Villas meets the goal of the housing plan. The development is compatible with the <br />existing adjacent residential subdivision and provides life-cycle housing. A trail will link the <br />neighborhood to NorthPointe Park <br /> <br />Economic Development <br /> <br />Eastside Villas does not negatively impact the city’s economic development goals. <br /> <br />Transportation Plan <br /> <br />Goal 1: Plan for and achieve required street improvements and connectivity throughout the <br />City of Lino Lakes. <br /> <br />Goal 2: Ensure that streets and roads are as safe as possible. <br />
