Public Hearing on Proposed Assessments <br />ii. Consider Resolution 18-115 Adopting Assessments for <br />the West Shadow Lake Drive Area Municipal Utility <br />Extension <br />iii. Consider Resolution No. 18-124, Approving Joint Powers <br />Agreement with Anoka County <br /> <br />VOTE REQUIRED: 3/5 Vote <br /> <br />INTRODUCTION <br /> <br />Staff is requesting that the City Council hold a Public Hearing on proposed assessments for the <br />West Shadow Lake Drive Area Municipal Utility Extension. Following the Public Hearing, <br />Council may consider adopting the assessments. Additionally, staff is requesting City Council <br />consideration of the Joint Powers Agreement (JPA) with Anoka County for construction of a cul- <br />du-sac and temporary construction of a by-pass roadway on county property. <br /> <br />BACKGROUND <br /> <br />The City Council authorized preparation of a Report on Improvements for the West Shadow <br />Lake Drive Area Municipal Utility Extension on November 27, 2017. The Report was received <br />by the Council on December 11, 2017. Following the required mailed and published notice the <br />City Council held a public hearing on January 22, 2018. On July 23, 2018 the Council approved <br />Resolution No. 18-86 ordering the improvement, approving the plans and specifications, and <br />authorizing the advertisement for bid. Bids were received for the project on August 21, 2018. <br />The low bid was received from Geislinger and Sons in the amount of $4,940,637. <br /> <br />The project includes the extension of a pressurized sanitary sewer system from the intersection of <br />Sandpiper Drive and West Shadow Lake Drive (where it exists today) to the south end of 6709 <br />and 6710 West Shadow Lake Drive. It also includes extending sanitary sewer on Sandpiper <br />Drive and Shadow Court. There is a short section of gravity sanitary sewer proposed from Birch <br />Street to the north approximately 600 feet. <br /> <br />The project includes the extension of watermain from the intersection of Sandpiper Drive and <br />West Shadow Lake Drive (where it exists today), south to Birch Street. <br /> <br /> <br />
