2 <br />Proposed Assessments <br /> <br />On August 27, 2018 the City Council approved Resolution No. 18-106, calling the hearing on the <br />proposed assessment for the West Shadow Lake Drive Area Municipal Utility Extension project. <br />The total cost of the improvement with contingencies and overhead is $1,753,756.00. <br /> <br />The amount to be assessed is $943,343.00 and the balance of $810,413.00 is proposed to be <br />funded from the trunk area and unit fund. <br /> <br />The proposed assessment role is enclosed. The assessments would be payable over 15 years at an <br />interest rate of 5 percent. A property owner may pay the entire assessment on the property with <br />interest accrued to the date of payment to the City. However, no interest will be charged if the <br />entire assessment is paid by November 1, 2019. The amount will be certified to Anoka County <br />prior to November 30, 2019 for collection with property taxes payable in 2020. <br /> <br />A public hearing is required by law prior to consideration to adopt the assessments. Property <br />owners have the opportunity to comment on the proposed assessment during the hearing. Notice <br />of the hearing was published in the Quad Press two weeks prior to the hearing. Mailed notice <br />was also provided to property owners in accordance with statutory provisions. <br /> <br />Written or oral objections to the assessments may be considered at the meeting. No appeal to <br />district court may be taken as to the amount of an assessment unless a written objection signed by <br />the affected property owner is filed with the municipal clerk prior to the assessment hearing or <br />presented to the presiding officer at the hearing. <br /> <br />Pending completion of the hearing, staff is anticipating City Council consideration, to award the <br />construction contract, at the October 8, 2018 regular meeting. <br /> <br />Joint Powers Agreement with Anoka County <br /> <br />As part of the West Shadow Lake Drive Project the City is proposing to construct a cul-du-sac at <br />the end of the road to improve safety and emergency vehicle access. The cul-du-sac is located <br />partially on County Park property. The County will provide a permanent easement for the <br />roadway. <br /> <br />The project also includes construction of a temporary by-pass road through the Golf Course <br />property. The County will provide a temporary roadway easement for the roadway. <br />Additionally, the County is allowing excavation to be stockpiled on the property. The agreement <br />allows for the material to remain on the County property for their use. <br /> <br />The City and County have also coordinated to vacate a portion of Sandpiper Drive right of way <br />that is currently part of and used as Golf Course. This area was part of old plat that would no <br />longer be used. <br /> <br />Staff has been coordinating the design with Anoka County and the JPA covers the details of this <br />work. <br />
