CITY COUNCIL WORK SESSION September 24, 2018 <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : August 27, 2018 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:23 p.m. 6 <br />MEMBERS PRESENT : Council Member Rafferty, Maher, 7 <br /> Manthey, Stoesz and Mayor Reinert 8 <br />MEMBERS ABSENT : None 9 <br /> 10 <br />Staff members present: City Administrator Jeff Karlson; Public Safety Director John 11 <br />Swenson; Community Development Director Michael Grochala; City Planner Katie 12 <br />Larsen; Finance Director Sarah Cotton; Public Services Director Rick DeGardner; City 13 <br />Engineer Diane Hankee; City Clerk Julie Bartell. 14 <br /> 15 <br />Review Regular Council Agenda of September 24, 2018 – The following agenda items 16 <br />were reviewed: 17 <br /> 18 <br />1A – Expenditures – Council Member Maher noted that there were approximately 19 <br />$7,500 in payments to the City Attorney and to WSB & Associates relative to services on 20 <br />the Lino Lakes Storage development; she wonders if that is close to a standard amount of 21 <br />charges for a project? City Planner Larsen explained that the charges relate to a site plan 22 <br />review for the project and that is a standard practice; the costs are charged back to the 23 <br />developer. 24 <br /> 25 <br />1D – Peddler Permit for NRG Solar – Mayor Reinert received clarification that this was 26 <br />not someone selling solar services within the city; it was explained that this most likely 27 <br />involves residents purchasing solar credit from a solar garden located elsewhere. 28 <br /> 29 <br />2A – 2C – 2018 Preliminary Budget Actions – Finance Director Cotton reviewed the 30 <br />preliminary levy and resulting tax rate that is proposed, as well as accompanying actions 31 <br />to proceed with the 2018 budget. 32 <br /> 33 <br />3B – Temporary Employee for Early Voting - Administrator Karlson explained that 34 <br />staff is proposing to hire an election judge to handle absentee voting at city hall for the 35 <br />last three weeks of the voting period. Based on experience, the growing demand for 36 <br />absentee voting, and the disruptive impact on doing the process from the front window at 37 <br />city hall, he is recommending this position be added for this year’s election. Mayor 38 <br />Reinert asked for more information on the peak period of coverage, the security involved 39 <br />in handling ballots and proper oversight. Council Member Stoesz asked that staff keep 40 <br />track of the number of ballots handled through the absentee process so that can be used to 41 <br />plan for 2020 election. 42 <br /> 43 <br />4A – Amendments to City Code – Therapeutic Massage and Disorderly House - 44 <br />Public Safety Director Swenson explained the need to update the city’s recently enacted 45
