CITY COUNCIL WORK SESSION September 24, 2018 <br />DRAFT <br /> 2 <br />regulations for therapeutic massage and to add regulations relative to disorderly houses. 46 <br />The council approved the first reading of the ordinances at the last council meeting and 47 <br />staff is requesting approval of second reading and adoption. 48 <br /> 49 <br />5A & 5B) - Amendments to Lease Agreement with Sprint Spectrum and Verizon 50 <br />Wireless – Public Services Director DeGardner explained that the amendments relate to: 51 <br />a) language changes requested by the lessee that have been reviewed and approved by the 52 <br />City Attorney (Sprint) and; b) execution of a new five year agreement (Verizon). 53 <br /> 54 <br />6A) West Shadow Lake Drive: Public Hearing; Adopting Assessments for Utilities; 55 <br />and Joint Powers Agreement with Anoka County – City Engineer Hankee reviewed 56 <br />the actions being requested: a public hearing to allow for comments on assessments, 57 <br />approval of the assessment for the utility element of the project and authorization to 58 <br />execute a joint powers agreement with the county relative to the project. 59 <br /> 60 <br />Community Development Director Grochala added information relative to the adoption 61 <br />of the assessment role, including timing and payment of interest implications. 62 <br /> 63 <br />6B- Rezoning of Property within the Eastside Villas Project - City Planner Larsen 64 <br />reported that the council is being asked to approve the second reading and adoption of 65 <br />this ordinance. It involves a rezoning from Rural to PUD. 66 <br /> 67 <br />6C) ) Drainage and Utility Easement Vacation for Lino Lakes Storage Project 68 <br />(440 Park Court) – City Engineer Hankee reported that the council is being asked to 69 <br />approve the second reading and adoption of this ordinance. It provides for an easement 70 <br />vacation for the Lino Lakes Storage Project. 71 <br /> 72 <br />6D) – 2018 Trunk Water Main and Trail Project: Awarding Construction Contract 73 <br />and Construction - City Engineer Hankee reviewed the water main connection location 74 <br />that is included in this year’s project. This project will include development of a new 75 <br />trail in the vicinity of the water main project. She noted the bid process and low bidder. 76 <br />The construction services contract proposed was reviewed. 77 <br /> 78 <br />Mayor Reinert noted his meeting with Jamie Jensen who addressed the council at the last 79 <br />open mic with some concerns about city staff interactions. The mayor reported that he 80 <br />found that the concerns raised are mostly a result of Mr. Jensen’s absence from the area 81 <br />for many years and resulting unfamiliarity with Minnesota regulations. He explained the 82 <br />City’s responsibility to inspect construction sites weekly, a process that can be an expense 83 <br />and nuisance to those in construction.
