COUNCIL MINUTES September 24, 2018 <br />DRAFT <br />2 <br />Consider Approval of bingo application of Aquinas Roman 46 <br />Catholic Home Education Services (St. Joseph’s Church) Approved 47 <br /> 48 <br />FINANCE DEPARTMENT REPORT 49 <br /> 50 <br />2A) Consider Resolution No. 18-117, Adopting the Preliminary 2018 Tax Levy, Collectible in 51 <br />2019 – Finance Director Cotton reviewed her written staff report outlining the presentation of a 52 <br />preliminary tax levy for the coming year. She indicated that the proposed tax levy would result in a 53 <br />tax rate of 41.724 %, a decrease from the previous year. This levy represents the City’s maximum 54 <br />levy; it could be reduced before the final action in December. 55 <br />Mayor Reinert remarked that the council has worked diligently to review the budget and reach this 56 <br />point. He expects that the council will do additional review prior to final adoption. He explained 57 <br />how the council has dealt with past challenges and continues to work to keep the tax rate down. 58 <br />Council Member Manthey thanked the Finance Director and staff for good communications during 59 <br />budget considerations, making the council’s job easier. 60 <br />Council Member Rafferty moved to approve Resolution No. 18-117 as presented. Council Member 61 <br />Maher seconded the motion. Motion carried on a voice vote. 62 <br />2B) Consider Resolution No. 18-118, Setting the Date and Time for a Public Hearing for the 63 <br />Proposed 2019 Operating Budget and 2018 Tax Levy, Collectible in 2019 – Finance Director 64 <br />Cotton reviewed her written report requesting that the council set a date and time for the required 65 <br />public hearing on the proposed budget. 66 <br />Council Member Manthey moved to approve Resolution No. 18-118 as presented. Council Member 67 <br />Stoesz seconded the motion. Motion carried on a voice vote. 68 <br />2C) Cancelling Debt Service Tax Levy(s) 69 <br />i) Consider Resolution No. 18-119, Canceling the 2018/2019 Debt Service Tax Levy 70 <br />for G.O. Improvement Bond, Series 2013A 71 <br />ii) Consider Resolution No. 18-120, Canceling the 2018/2019 Debt Service Tax Levy 72 <br />for G.O. Capital Note, Series 2016A 73 <br />iii) Consider Resolution No. 18-121, Canceling the 2018/2019 Debt Service Tax Levy 74 <br />for Taxable G.O. Improvement Refunding Bonds, Series 2016B 75 <br />Finance Director Cotton reviewed her written report requesting council action to direct certain tax 76 <br />levies that staff has determined do not require a levy to meet debt service. 77 <br />Council Member Rafferty moved to approve Resolution No. 18-119, No. 120, and No. 121 as 78 <br />presented.
