COUNCIL MINUTES September 24, 2018 DRAFT 2 Consider Approval of bingo application of Aquinas Roman 46 Catholic Home Education Services (St. Joseph’s Church) Approved 47 48 FINANCE DEPARTMENT REPORT 49 50 2A) Consider Resolution No. 18-117, Adopting the Preliminary 2018 Tax Levy, Collectible in 51 2019 – Finance Director Cotton reviewed her written staff report outlining the presentation of a 52 preliminary tax levy for the coming year. She indicated that the proposed tax levy would result in a 53 tax rate of 41.724 %, a decrease from the previous year. This levy represents the City’s maximum 54 levy; it could be reduced before the final action in December. 55 Mayor Reinert remarked that the council has worked diligently to review the budget and reach this 56 point. He expects that the council will do additional review prior to final adoption. He explained 57 how the council has dealt with past challenges and continues to work to keep the tax rate down. 58 Council Member Manthey thanked the Finance Director and staff for good communications during 59 budget considerations, making the council’s job easier. 60 Council Member Rafferty moved to approve Resolution No. 18-117 as presented. Council Member 61 Maher seconded the motion. Motion carried on a voice vote. 62 2B) Consider Resolution No. 18-118, Setting the Date and Time for a Public Hearing for the 63 Proposed 2019 Operating Budget and 2018 Tax Levy, Collectible in 2019 – Finance Director 64 Cotton reviewed her written report requesting that the council set a date and time for the required 65 public hearing on the proposed budget. 66 Council Member Manthey moved to approve Resolution No. 18-118 as presented. Council Member 67 Stoesz seconded the motion. Motion carried on a voice vote. 68 2C) Cancelling Debt Service Tax Levy(s) 69 i) Consider Resolution No. 18-119, Canceling the 2018/2019 Debt Service Tax Levy 70 for G.O. Improvement Bond, Series 2013A 71 ii) Consider Resolution No. 18-120, Canceling the 2018/2019 Debt Service Tax Levy 72 for G.O. Capital Note, Series 2016A 73 iii) Consider Resolution No. 18-121, Canceling the 2018/2019 Debt Service Tax Levy 74 for Taxable G.O. Improvement Refunding Bonds, Series 2016B 75 Finance Director Cotton reviewed her written report requesting council action to direct certain tax 76 levies that staff has determined do not require a levy to meet debt service. 77 Council Member Rafferty moved to approve Resolution No. 18-119, No. 120, and No. 121 as 78 presented. Council Member Maher seconded the motion. Motion carried on a voice vote. 79 80 ADMINISTRATION DEPARTMENT REPORT 81 3A) Consider Employment Extension for Community Development Intern – Human 82 Resources Manager Bartholomew reviewed her staff report outlining a request to extend the 83 internship employment of Ryan Saltis in the Community Development Department. 84
