Motion carried on a voice vote. 86 <br />3B) Consider Approval of Temporary Employee for Early Voting – City Administrator Karlson 87 <br />explained that staff is requesting authorization to hire an election judge to provide assistance with 88 <br />absentee voting activities at city hall. The numbers for absentee voting this year are expected to be 89 <br />high. He is recommending this temporary position be filled by an election judge. Mayor Reinert noted 90 <br />that this responds to the increase the city is seeing in absentee voting activity; staff will be following 91 <br />this closely to ensure the additional services will be provided as needed. 92 <br />Council Member Rafferty moved to approve the employment extension as recommended. Motion carried on a voice vote. 94 <br /> 95 <br />PUBLIC SAFETY DEPARTMENT REPORT 96 <br /> 97 <br />4A) Consider Amendments to the City Code regarding Therapeutic Massage and Disorderly 98 <br />Houses: 99 <br />i. 2nd Reading and Passage of Ordinance No. 13-18, Amending Chapter 616 of the 100 <br />Lino Lakes Code of Ordinances to update regulations regarding therapeutic 101 <br />massage; and 102 <br />ii. 2nd Reading and Passage of Ordinance No. 14-18, Adding a new Chapter 510 to 103 <br />the Lino Lakes Code of Ordinances, relating to Disorderly Houses 104 <br /> 105 <br />Public Safety Director Swenson requested that the council consider the 2nd reading of two ordinances. 106 <br />These amendments to the city code are requested in order to update the therapeutic massage 107 <br />regulations and to add regulations that will allow the public safety department to better address certain 108 <br />issues at properties. 109 <br /> 110 <br />Council Member Manthey moved to waive full reading of Ordinance No. 13-18 as presented. 111 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 112 <br />Council Member Manthey moved to approve the 2nd Reading and passage of Ordinance No. 04-18 as 113 <br />presented. Council Member Stoesz seconded the motion. Lease Agreement – 122 <br />Water Tower #1 – Public Services Director DeGardner reviewed his written report requesting 123 <br />approval of an amendment to the lease agreement, changing the utility and insurance sections. The 124 <br />changes are not substantive and have been reviewed by the City Attorney. 125
