CITY COUNCIL WORK SESSION October 1, 2018 <br />DRAFT <br /> 6 <br />- Establish Office/Medium Density Residential District; 222 <br />- Density changes reviewed; 223 <br />- Implementation changes that would be built into the plan. Mayor Reinert expressed 224 <br />some concern about definitions (PUDs and mixed use); he’d like to see a mixture of 225 <br />flexibility but remaining true to the city’s plans. 226 <br /> 227 <br />The discussion will continue before the Planning and Zoning Board. 228 <br />6. Anoka County Regional Economic Development Memorandum of 229 <br />Understanding (MOU) – Community Development Director Grochala provided an 230 <br />update on the effort underway to set up a regional economic development imitative. He 231 <br />noted the cost to the City and the benefits that will be provided as part of involvement in 232 <br />the group. Staff will be bringing forward a Memorandum of Understanding for council 233 <br />consideration. Director Grochala added that he is a sitting member on the executive board 234 <br />for the group. 235 <br />7. Arena Acres Park Update- Public Services Director DeGardner reviewed his 236 <br />written report updating the council on progress in planning improvements for Arena Acres 237 <br />Park. He is requesting authorization to begin construction on the tennis court component. 238 <br /> 239 <br />Council Member Rafferty asked Director DeGardner to provide additional information on 240 <br />the costs the city has experienced in improving the courts. He also wants to make sure 241 <br />the soil is compacted properly and that the most appropriate material is used for long life 242 <br />and to prevent future cracking. Council Member Rafferty will share information on his 243 <br />research with staff. 244 <br /> 245 <br />Director DeGardner will begin his process. 246 <br />8. West Shadow Lake Drive Rezoning – City Planner Larsen reviewed her written 247 <br />staff report on the matter of subdivision o f lots in the project area. There is interest 248 <br />among residents. Staff is proposing that the first step in the process would be a zoning 249 <br />change. Ms. Larsen reviewed the schedule for a rezoning process. 250 <br /> 251 <br />The council concurred with the request to proceed with the process. 252 <br />9. City Council Compensation – City Administr ator Karlson noted that the council 253 <br />reviewed information at the last work session on city council compensation. He provided 254 <br />information comparing the city’s compensation with other cities of similar size. He is now 255 <br />providing additional information on those comparisons relating to compensation for 256 <br />special meetings. He provided the council with the results of the city council salary 257 <br />survey (2019 rates). 258 <br /> 259
