CITY COUNCIL WORK SESSION October 1, 2018 <br />DRAFT <br /> 7 <br />Council Member Stoesz remarked that losing special meeting pay in lieu of increasing 260 <br />council salary seems to follow the norm. 261 <br /> 262 <br />Administrator Karlson suggested that would be a good alternative from the perspective of 263 <br />administering special pay. 264 <br /> 265 <br />Mayor Reinert recalled the Administrator’s suggestion that the council revisit the salary 266 <br />every two years and look at the lowest wage settlement for employees. 267 <br /> 268 <br />Mayor Reinert suggested $50 for special meetings and percentage increases of 25% 269 <br />(mayor) and 50% (council). That would bring salaries more to middle. 270 <br /> 271 <br />Council Member Stoesz suggested salaries of $10,000 (mayor) and $8,000 (council) and 272 <br />lose the special meeting pay. 273 <br /> 274 <br />Council Member Rafferty expressed support for having special meeting pay. He also 275 <br />suggested, when looking at employee salary increases, the council should always consider 276 <br />the lowest. 277 <br /> 278 <br />The council to drop the special meeting pay and set the salary at $11,000 (mayor) and 279 <br />$8,500 (council). Special pay would still be given for the Economic Development 280 <br />Authority meetings. The council will review the salary every two years and receive 281 <br />information at that time on employee salary increases. In the meantime the council will 282 <br />consider language to take effect sooner to make the meeting minutes proof of meeting 283 <br />attendance for any payments for special meetings. 284 <br />10. Council Updates on Boards/Commissions – There were no updates from the 285 <br />Council. 286 <br />11. Monthly Progress Report – Administrator Karlson noted that the arbitration 287 <br />decision for Police Officers is anticipated by the end of the next week. The Sergeant’s 288 <br />Union arbitration has been scheduled. 289 <br /> 290 <br />Mr. Karlson also updated the council on the Digital Scanning project. With the 291 <br />resignation of the scanner operator, staff is considering if temporary scanner position will 292 <br />be needed for the future. 293 <br />12. Review Regular Agenda – the agenda was reviewed and there were no changes. 294 <br />The meeting was adjourned at 9:50 p.m. 295 <br /> 296
