CITY COUNCIL <br />AGENDA ITEM 2C <br /> <br /> <br />STAFF ORIGINATOR: Sarah Cotton, Finance Director <br /> <br />MEETING DATE: November 13, 2018 <br /> <br />TOPIC: 1st Reading of Ordinance No. 18-18, Establishing the 2019 City <br />Fee Schedule <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The City Council is being asked to approve the first reading of Ordinance No. 18-18, Establishing <br />the 2019 City Fee Schedule. <br /> <br />BACKGROUND <br /> <br />In order to provide for a more efficient and timely method of reviewing and adjusting the various <br />fees charged by the City, fees are consolidated into one schedule to be reviewed and adopted on <br />an annual basis. The City’s current fee schedule has been circulated to department directors with <br />a request to update or amend the schedule as appropriate for 2019. Staff has reviewed the fees <br />in place to ensure their ongoing equity and cost recovery ability. <br /> <br />Ordinance No. 18-18 (the proposed 2019 Fee Schedule) is attached. Recommended amendments <br />to the ordinance are printed in red. The changes proposed for 2019 are outlined below for your <br />review: <br /> <br />• Weed & Mowing Violation Charges, Building Permits, Escrow Deposits, <br />Water Meter Rental and Testing Fees, Trunk Utility Connection Fees, <br />Lateral Service Connection Fees, Surface Water Management Fees, and <br />Development Fees – Staff has adjusted fees to account for inflationary <br />increases; they are generally consistent with neighboring cities. <br /> <br />The 2019 Fee Schedule Ordinance is presented for council review and first reading. Second <br />reading of the ordinance is planned for the next regular council meeting on November 26, 2018. <br /> <br />RECOMMENDATION <br /> <br />Adopt the first reading of Ordinance No. 18-18, Establishing the 2019 City Fee Schedule. <br /> <br />ATTACHMENTS <br /> <br />Ordinance No. 18-18 <br />
