CITY COUNCIL
AGENDA ITEM 3B

STAFF ORIGINATOR: Karissa Bartholomew, Human Resources Manager

MEETING DATE: December 10, 2018

TOPIC: Appointment of Building Permit Technician

VOTE REQUIRED: 3/5

INTRODUCTION

The Council is being asked to approve the appointment of Brianna Freeman to the Building Permit
Technician position.

BACKGROUND

Current Building Permit Technician Georgia Woltjer will be retiring early February 2019. In
anticipation of this retirement, staff has completed the recruitment process for the upcoming
vacancy, provided a conditional offer, and is recommending the approval of Ms. Brianna
Freeman for the Building Permit Technician position contingent upon the successful completion
of a background check.

Ms. Freeman has over six years of customer service experience, and currently works for the City
of Minneapolis as a Customer Service Representative.

The hourly rate of pay would be $22.79, which is Step 2 of the AFSCME Labor Contract.

Staff is planning to have Freeman start early January and be trained in by Woltjer for a full
billing cycle. Due to the salary differential between the existing and new personnel, the overlap
in staffing will not have a negative impact on the 2019 budget.

RECOMMENDATION

Approve the appointment of Brianna Freeman to the Building Permit Technician position effective
January 2019.
