2 <br /> <br />According to the Rice Creek Snowmobile Trail Association, there are approximately 17 miles of <br />groomed snowmobile trails in Lino Lakes, open from December 1 until March 31, each year. <br />This figure doesn’t factor in the many miles of snowmobile riding opportunities that the frozen <br />lakes in Lino Lakes provide each winter. <br />Fishing on the ice in Lino Lakes each winter, primarily Centerville and Peltier Lakes, is very <br />popular. Currently, our response capabilities are limited because the lakes and trails are not <br />accessible by squad car for rescue events or enforcement efforts. <br />Spring, Summer and Fall: <br />There are many miles of improved and unimproved bicycle and hiking trails throughout Lino <br />Lakes. The improved trails offer everyone unlimited access to various areas of the city, <br />however, many of the trails have bridges or boardwalks with light load capacities which can’t be <br />crossed with a squad car or traditional emergency vehicle. The unimproved trails offer natural <br />hiking, mountain biking and fishing opportunities along the many lakes and creeks throughout <br />the city. <br />The City of Lino Lakes also allows for many hunting opportunities throughout the City, some of <br />which result in accidents or medical emergencies and often, a need for our agency to <br />investigate hunting-related complaints. A remote-area UTV would be ideal for situations such <br />as these. <br />The Rice Creek Chain of Lakes Regional Park, located in the center of Lino Lakes, is currently <br />developing several miles of very challenging off-road cycling trails throughout the County Park. <br />Although these trails are used at the cyclists own risks, all rescue responsibilities are that of the <br />Lino Lakes Public Safety Department. <br />Lightweight Remote-Area Enforcement and Rescue Vehicle: <br />The Lino Lakes Public Safety Department has identified a Polaris Ranger HVAC Crew as a good <br />option for a lightweight, remote-area rescue and enforcement vehicle. The Crew <br />accommodates six passengers in the cab with seatbelts for each. The cargo space on the <br />exterior is capable of holding cold-water rescue suits, rescue rope bags, personal flotation <br />devices, as well as medical bags, defibrillator, camera gear, and other items as needed. <br />Additionally, the Polaris Ranger HVAC Crew will be equipped with a rear rescue kit, which <br />allows rescuers to securely transport a patient on a back-board/stokes basket out of remote <br />areas or off frozen lakes and to an awaiting ambulance. The rescue kit also includes a seat belt- <br />equipped rescuer seat so patient treatment can continue during transport. <br />The Polaris Ranger HVAC has a full cab enclosure that provides a temperature-controlled <br />environment for emergency responders to communicate without wind noise or frigid <br />temperatures. The climate-controlled cab will also provide a safe storage space for <br />temperature-sensitive emergency equipment to be carried, such a defibrillator, oxygen bottle,
