27 <br /> <br />recommended a traffic study be required. A traffic study has since been completed and is <br />being reviewed by all agencies. The City also noted the need for trail connections along <br />which is being addressed. Overall land uses are compatible. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the land use application on February 6, 2019. <br />Overall comments were positive. The Board recommended attention be given to the <br />stormwater pond infiltration, wetland buffer signs, landscape buffers and screening. <br /> <br />Public Safety Comments <br /> <br />The Police Division reviewed the proposed development. With the proposed turn lanes <br />on Hodgson Road and CR J into the site, there does not appear to be any public safety <br />concerns at this time. Further analysis of additional turn lanes along CR J is encouraged. <br /> <br />The Fire Division reviewed the proposed development and has the following comments: <br /> <br />1. Add a hydrant to the east side of the of the driveway for the underground garage <br />2. Add hydrant by club house and club house parking lot (one can serve both, <br />possibly) <br />3. Hydrants in close proximity to all FDC’s (main building and club house) <br />4. Elevators are large enough to accommodate stretchers and gurneys <br /> <br />Findings of Fact <br /> <br />The following are Findings of Fact as related to the land use decisions for the Rezoning <br />and PUD Development Stage Plan and Preliminary Plat. <br /> <br />Section 1007.015 Administration: Amendments and Rezonings <br /> <br />The property is currently zoned GB, General Business and shall be rezoned to PUD- <br />Planned Unit Development to implement the Master Plan. Per Section 1007.015 (5), the <br />Planning and Zoning Board shall consider possible adverse effects of the proposed <br />rezoning and its judgement shall be based upon, but not limited to, the following factors: <br /> <br />(a) The proposed action has been considered in relation to the specific policies <br />and provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br /> <br />The proposed Lyngblomsten development is consistent with the goals and policies of the <br />Comprehensive Plan and the Master Planning Study-Hodgson Road & CR J. <br /> <br />(b) The proposed use is or will be compatible with present and future land uses <br />of the area. <br /> <br />The proposed Lyngblomsten development is compatible with the present and future land <br />uses of the area.
