As <br />discussed, a Master Plan was prepared for the mixed use area at CSAH 49 (Hodgson <br />Road) and CR J (Ash Street) and approved by Council in 2007. The Comprehensive Plan <br />states that all development in the area must be consistent the Master Plan. <br /> <br />The proposed Lyngblomsten development is consistent with the Master Plan as detailed <br />in this staff report and is therefore, consistent with the Comprehensive Plan. <br /> <br />Environmental Assessment Worksheet <br /> <br />An Environmental Assessment Worksheet (EAW) is not warranted. The threshold <br />computation of unattached units (20 cottage homes) and attached units (100 IL + 50 AL) <br />is less than one. <br /> <br />Wetlands <br /> <br />A small 0.28 acre wetland exists in the northwest corner of the site. A wetland <br />delineation was completed by Kjolhaug Environmental in June 2018. A WCA Notice of <br />Decision was issued by RCWD on October 3, 2018. The wetland is not part of the <br />Wetland Management Corridor but the City will require a minimum 25 foot wide buffer. <br />There are no wetland impacts. <br /> <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />Adjacent Jurisdiction Review <br /> <br />As discussed, the City of Lino Lakes, the City of Shoreview, Anoka County and Ramsey <br />County have spent several months working with the applicant on right-of-way needs and <br />access points to the development. Adequate right-of-way is being dedicated along both <br />CSAH 49 and CR J. Anoka County and Ramsey County are analyzing turn lane options <br />along these corridors that are outside the scope of the Lyngblomsten project. <br />During the PUD Concept Plan Review, the City of Shoreview commented the <br />development should be served by City of Lino Lakes utilities. This has been <br />accommodated. The City expressed traffic and access concerns along CR J and
