Ms. Katie Larsen <br />02/07/2019 <br />Page 6 <br />Lyngblomsten Preliminary Plat Engineering Review <br />• Geotechnical <br /> <br />A geotechnical report was completed by Braun Intertec for the proposed Lyngblomsten development. <br />Below are the comments based on the geotechnical report: <br /> <br />1. The applicant shall note that additional geotechnical data as recommended in the Braun <br />report dated May 12, 2006. New data will also provide an updated groundwater elevation <br />need for surfacewater management designs. <br />2. The applicant shall note that dewatering is likely for installation of the sanitary sewer. <br />3. The geotech report from 2006 recommends a pond liner, this will be reviewed as part of the <br />surfacewater management. <br /> <br />• Floodplain <br /> <br />Floodplain is not present on this site. <br /> <br />• Drainage and Utility Easements <br /> <br />Comments: <br />1. The applicant shall note, the City requires a 10-foot drainage & utility easement beyond the <br />High Water Level of the pond. <br />2. Outlot B is where the City’s sanitary lift station is planned. If Outlot B is privately owned, it <br />shall have a drainage & utility easement over it. <br />3. The plat shall show the 10 foot drainage & utility easements along the parcels lines. <br />Specifically the public road where the private utility trench will be located to accommodate <br />adequate boulevard space for trees GEN - 25. <br />4. The plat lines so not match the City’s. The City uses the County coordinates. The applicant <br />shall review and revise. <br />5. The private road/south access shall have a drainage & utility easement over the <br />roadway for the public utilities. This width shall be a minimum of 30 feet and centered <br />on the road/utilities. <br />6. The plan set shall show the storm sewer plan view and easement lines on the same <br />page. This will allow the City to verify all storm and utility easements are correct. <br /> <br />• Development Agreement <br /> <br />A development agreement is required with the final plat. <br /> <br />• Grading Agreement <br /> <br />Not applicable at this time. <br /> <br />• Stormwater Maintenance Agreement <br /> <br />A stormwater maintenance declaration will be required with the final plat. <br /> <br />• Permits Required <br /> <br />1. City of Lino Lakes Zoning Permit for grading <br />2. NPDES General Construction Permit <br />3. MDH Watermain Extension Permit <br />4. MPCA Sanitary Sewer Extension Permit <br />5. RCWD Permit <br />6. Anoka County and Ramsey County Access and Right of Way Permits <br />
