They are also proposing a right in/out access off of CR <br />J. <br />1. The traffic analysis review memo dated February 6, 2019 is attached. <br />2. The applicant shall adjust the southern entrance and road alignment at County Road J. <br />The entrance shall be adjusted to the east to meet a 15 foot setback between the <br />property line and curb line. The applicant shall protect the existing trees and retaining <br />wall along the west side of the proposed entrance. This access alignment shall intersect <br />CR J at a 90 degree angle for 100 feet, versus the skewed angle it is currently at. <br />3. The applicant shall revise the road width dimension to be 32 feet from face of curb to <br />face of curb to match the City’s standard roadway. The roadway detail GEN – 2 on <br />sheet C2.12 shall be replaced with GEN – 1 with a note on the detail and on the site <br />plan that the curb on the public roadway shall be B618. <br />4. The private road between the senior living and the restaurant can be reduced in width to <br />26 feet, similar to the private road serving the townhomes, provided there is adequate <br />parking for the restaurant and senior living facilities, and there will be no parking allowed <br />on this roadway. <br />5. We do not recommend striped pedestrian crossing for this development. This item can <br />be re-evaluated in the future if needed. <br />6. Depending on the use of the commercial building on Outlot C, the City may consider a <br />connection between the restaurant and commercial building parking lots. <br />7. The location of the trail along Hodgson Road will be reviewed once Anoka County has <br />provided their review and the Hodgson Road turn lanes are laid out correctly. <br />8. The trail intersections with roadways shall be at 90 degrees/ perpendicular to the roadway. <br />Specifically at the private roadway cul du sac. <br />9. The applicant shall include detail GEN – 25 and note the private utility trench is located <br />beyond the right of way line to provide and 8-10 foot wide boulevard for tree plantings. <br />10. The applicant shall include detail GEN – 23 and note the sign is to include the City’s Logo. <br />11. Remove detail GEN – 7. The City does not install valley gutters on new roadways. This detail <br />is for reconstruction. <br /> <br />• Wetlands and Mitigation Plan <br /> <br />There is one wetland located on the site. It was delineated by Kjolhaug Environmental on 06/11/18. <br />The Technical Evaluation Panel approved the wetland delineation on 10/3/18. <br /> <br />Comments: <br />1. In the preliminary plat, expand the drainage and utility easement to include the 25-foot <br />buffer. <br />2. The applicant shall replace detail GEN – 22 with the current version. <br /> <br />• Landscaping <br /> <br />The comments below address engineering related items associated with the landscaping plan. The <br />City’s Environmental Coordinator will be submitting a landscape plan review. <br /> <br />Comments: <br />1. The City’s ordinance requires a 30 foot clear zone at intersections. In addition the applicant <br />shall provide a clear (no vegetation or other) triangular sight line of 100 feet at intersections <br />with County roadways. <br />2. The applicant shall adjust proposed tree locations to accommodate a maintenance access <br />route to the pond overflow structure. <br />3. The applicant shall include detail GEN – 25 and note the private utility trench is located <br />beyond the right of way line to provide and 8-10 foot boulevard for tree plantings. <br /> <br />
