<br /> 701 XENIA AVENUE S | SUITE 300 | MINNEAPOLIS, MN | 55416 | 763.541.4800 | WSBENG.COM Memorandum <br /> <br />To: Katie Larsen, City Planner <br /> City of Lino Lakes <br /> <br />Copy: Michael Grochala, Community Development Director <br /> Diane Hankee, City Engineer PE <br /> City of Lino Lakes <br /> <br />From: Chuck Rickart, PE, PTOE, Traffic Engineer <br /> WSB <br /> <br />Date: February 6, 2019 <br /> <br />Re: Lyngblomsten Senior Living Transportation Review <br /> Lino Lakes, Minnesota <br /> WSB Project No. <br /> <br /> <br />As requested, we have reviewed the following documents submitted to the City for the <br />Lyngblomsten Senior Living facility planned to be located in the northwest quadrant of County <br />Road J and Hodgson Road: <br /> <br />• Updated Traffic Impact Study (January 15, 2019); <br />• Update to Traffic Response to Anoka County Comments (January 16, 2019); <br />• Updated Site Plan and Geometric Plan, and; <br />• Response to comments (February 6, 2019). <br /> <br />The development is proposed to include:198 assisted living and memory care units; 20 senior <br />townhomes, and; future medical office. Access to the site is planned at three driveways: a full <br />movement access on Hodgson Road approximately 1000 feet north of CR J; a right-in/right-out <br />on Hodgson Road approximately 440 feet north of CR J, and; a right-in/right-out on CR J <br />approximately 300 feet west of Hodgson Road. It is assumed at this time that at each of the site <br />access locations right turn lanes and/or left turn lanes will be provided as shown on the concept <br />site plan provided. <br /> <br />Based on the Traffic Studies and additional data provided by the developer the site traffic impacts <br />were evaluated based on the City’s Zoning Code. The Code is based on overall intersection level <br />of service (LOS) as follows: <br /> <br />• If LOS is currently at A or B the addition of the development will not degrade more than <br />one grade <br />• If LOS is currently at C or D the addition of the development will not change the LOS <br />• If LOS is currently at E or F the addition of the development must be improved to a LOS <br />D or better. <br /> <br />In order to determine if the proposed development meets the City Code, the level of service <br />(LOS) for the AM peak hour and PM peak hour were evaluated at the adjacent impacted <br />intersections. The LOS for the existing conditions was compared to the build condition with no <br />improvements (other than those required at each new site access). If the LOS is degraded by <br />more than a letter grade an analysis of what additional improvements could be to improve the <br />LOS was conducted. <br /> <br />
