Lyngblomsten Senior Living Transportation Review
February 6, 2019
Page 2
Table 1 below shows a summary of the LOS for each impacted intersection. The results of the
comparison show that all intersections meet the City Code requirements based on the overall
intersection LOS.

In addition, the movement LOS was also reviewed, and it was determined that all intersections
have acceptable movement LOS (LOS D or better) except at the County Road J and Hodgson
Road intersection during the PM peak hour. For that condition the movement LOS is anticipated
to degrades from LOS D to LOS E, from existing conditions to the Build conditions with no
improvements.

Table 1 - Impacted Intersection Level of Service Comparison
Intersection
Existing Build
(No Improvements)
Build
(Mitigated
Improvements)
AM
Peak
PM
Peak AM Peak PM
Peak
AM
Peak
PM
Peak
Co Rd J at Woodbridge Ln A (C) A (C) A (C) A (C) na na
Co Rd J at St. Albans St A (C) A (C) A (C) A (C) na na
Co Rd J at Hodgson Rd C (D) D (D) C (D) D (E) C (D) D (D)
Hodgson Rd at Rohavic Ln A (B) A (C) A (B) A (C) na na
A = Overall LOS, (C) = Worst movement LOS

The mitigation analysis determined that by providing a southbound right turn lane on Hodgson
Road from the new site access right-in/right-out to County Road J would improve the movement
LOS to a D.

In addition, the land use and the associated trip generation of the future south lot of the
development has been questioned. The current site plan shows a 12,000sf commercial building.
The existing traffic study assumed the building as 100% medical office. The other option for land
use is that the building is used as retail space. Table 2 below shows the AM and PM peak hour
traffic generation comparison of the site being 100% medical office vs 100% retail.

Table 2 – Traffic Generation Comparison

As indicated in the table the retail use would have significantly less traffic generated in the AM
peak hour and similar traffic generation during the PM peak hour. Based on this conclusion the
assumption of using medical office for the traffic analysis provides the worst-case condition for
potential impacts from the site.

Use AM Peak Hour PM Peak Hour
Medical Office 33 41
Retail 11 43
