 Page 1 <br />Memo <br />To: Katie Larsen <br />From: Marty Asleson <br />Date: February 7, 2019 <br />Re: Environmental Board Comments/February 6, 2019/ Lyngblomsten / <br />Preliminary Plat Review <br />Environmental has the following comments about the Lyngblomsten Preliminary plat <br />in their review at the February 6, 2019 Environmental Board Meeting: <br />• The pond should be evaluated by our City Engineers to determine if the pond <br />configuration as NURP is valid. <br />• Pond outlet pipe needs to be evaluated by our City Engineers so that back <br />yard runoff is captured into the drainage through a closed pipe system <br />• A liner for the pond should be evaluated for retaining water for irrigation <br />purposes and preventing lateral water movement after storm events. <br />• Irrigation design should consider a valve to shut off native prairie areas if <br />water gets low in the pond. <br />• A maintenance agreement should be submitted for the pond <br />• A 25 foot wetland buffer should be established. <br />• Wetland buffer signs should be placed around the wetland buffer. <br />• Prairie area plantings should be a lower profile seed mix with enhanced forbs <br />added. <br />• Flower gardens should be designed into the” Commons Area”. <br />• A screening plan must be submitted for the north property line. <br />• Trees designed into the County road ROW must be moved off of the ROW. <br />• Trees designed under or near the power wires must conform to mature height <br />distance from the wires standards established by the power company. <br />• Applicant must have an NPDES permit. <br />• Applicant must have a designated inspector for erosion control who is certified <br />in erosion control from the State of Minnesota. <br />Environmental
