limiting congestion in the public rights-of-way. <br /> preventing overcrowding of land and undue concentration of structures <br /> by regulating the use of land and buildings and the bulk of buildings <br /> in relation to the land and buildings surrounding them. <br /> providing for the compatibility of different land uses and the most <br /> appropriate use of land throughout the Village of Lino Lakes. <br /> protecting and guiding the development of rural area. <br /> conserving and developing natural resources. <br /> fostering agriculture and other industries. <br /> preventing a wasteful scattering of population. <br /> securing safety from flood. <br /> reducing waste from excessive mileage of roads. <br /> conserving the natural and scenic beauty and attractiveness of roadsides. <br /> providing for the administration of this Ordinance and amendments thereto. <br /> defining the powers and duties of the administrative officers and bodies, <br /> as provided hereinafter. <br /> prescribing penalties for the violation of the provisions of this <br /> Ordinance or any amendment thereto. <br /> Section 3. RULES AND DEFINITIONS <br /> 3.01 RULES <br /> The language set forth in the text of this Ordinance shall be interpreted <br /> in accordance with the following rules of construction: <br /> (A) The singular number includes the plural and the plural the singular. <br /> (B) The present tense includes the past and future tenses , and the <br /> future the present. <br /> (C) The word "shall" is mandatory,and :the word "may" is permissive. <br /> (D) Whenever a word or term defined hereinafter appears in the text of <br /> this Ordinance, its meaning shall be constructed as set forth in <br /> such definition thereof. <br /> (E) The masculine gender includes the feminine and neuter genders. <br /> (F) All measured distances expressed in feet shall be to the nearest <br /> tenth of a foot. In event of conflicting provisions, the more <br /> restrictive provision shall apply. <br /> -2- <br />
