B. Special Meetings. The chairman or any three members of <br />the Commission shall have the authority to call special <br />meetings of the Commission. Written notice of a special <br />meeting shall be given to all members at least 24 hours <br />prior to the time of the meeting, unless the time and <br />place of the special meeting is set at a regular or <br />regular adjourned meeting. <br />C. Open Meetings. All meetings of the Commission shall be <br />open to the public. <br />Section 14. Powers and Duties of the Commission: The Commission <br />shall have advisory powers and shall be subordinate to the Village <br />Council. Any powers other than advisory powers shall be only as <br />directed by the Council. The following advisory powers shall <br />become the duty of the Commission: <br />A. To gather information concerning the conditions and trends <br />in the quality of the environment, both current and <br />prospective, with the purpose of determining whether such <br />conditions and trends are interfering or are likely to <br />interfere with the goals of the Village as established by <br />the purpose of this ordinance, and report to the Council. <br />B. To develop and recommend to the Council policies to foster <br />and promote the improvement of environmental quality, and <br />meet the conservation, social, economic, health, and other <br />requirements and goals. <br />C. To make studies, surveys, investigations, research, and <br />analysis relating to ecological systems and environmental <br />quality and report its findings to the Council. <br />D. To document and define changes in the natural environment, <br />including the plant and animal systems, and to accumulate <br />necessary data and other information for a continuing <br />analysis of these changes or trends and an interpretation <br />of their underlying causes, and report any such findings <br />to the Council. <br />E. To report not less than once each year to the Council on <br />the state and condition of the environment in the Village, <br />and to report on the work of the Commission. <br />F. To make and furnish such studies or reports thereon, and <br />recommendations with respect to matters of policy and <br />legislation as the Council may request. <br />- 285 - <br />
