Section 7. Terms of Office: The members of the Commission shall <br />be appointed for terms of two years. The Commission shall have <br />five members whose terms shall expire at the next even numbered <br />year ending after their appointment and four members whose terms <br />shall expire at the next odd numbered year after their appointment. <br />Section 8. Vacancies: Vacancies occurring on the Commission shall <br />be filled for the unexpired term by an appointment by a majority <br />of the Council. <br />Section 9. Removal of Members: The Council, by a unanimous vote <br />of all its members shall have the authority to remove any member <br />of the Commission from office whenever, in its discretion, the <br />best interests of the Village shall be served thereby. <br />Section 10. Officers: The officers of the Commission may include <br />a chairman, vice chairman, secretary and such other officers as <br />the Commission may deem necessary. An election of officers by <br />the members of the Commission from their membership shall be held <br />at the first meeting after establishment of the Commission and <br />thereafter at the first meeting of each year thereafter. <br />Section 11. Duties of Officers: <br />A. Chairman. It shall be the duty of the chairman to preside <br />over all meetings of the Commission. In his absence, the <br />vice chairman may preside or a chairman pro tempore may <br />be selected to preside. <br />B. It shall be the duty of the secretary to keep a record of <br />all proceedings of the Commission, transmit its recommen- <br />dations to the Council and any other commissions or bodies <br />and perform such other duties as directed by the Commission. <br />Section 12. Rules and Procedures: The Commission shall adopt a <br />set of rules to govern its own meetings and proceedings. The rules <br />may be amended from time to time, but only upon notice to all <br />members that the said proposed amendment shall be acted upon at a <br />specified meeting. A majority vote of the Commission shall be <br />required for the approval of the proposed amendment. <br />Section 13. Meetings: <br />A. Regular Meetings. The Commission shall meet in regular <br />session at least once a month at a time and place selected <br />by a majority of its members. <br />- 284 - <br />
