City Council Meeting <br />December 10, 1979 <br />Page Two <br />Mr. Kulaszewicz moved to authorize Mr. Schumacher to contact members of th <br />Personnel Commission informing them of the disbanding of that Commission <br />thanking them for their contributions to the City. Seconded by Mr. McLean. <br />Motion declared passed. <br />Mr. Schneider reported briefly on the financial report. Mr. Schneider, Mr. <br />Schumacer and Mrs. Anderson will go over the financial status and report <br />back at the next Council meeting. Also, the Council should appove a formal <br />budget at the same meeting. <br />Mayor Karth announced, that due to the Holidays, the next regular scheduled <br />Council meeting will be held on December 26, 1979. <br />The Public Hearing of Peltier Veiw Plat was called to order at 8:45 P.M. Mr. <br />Locher noted this was a continued hearing first published on May 14, 1979. <br />Mr. Locher read the notice of legal publication. Mayor Karth read the permit <br />approval from Rice Creek Watershed Board. <br />Mr. McLean asked about soils limitation and Mr. Gotwald's comments stated the <br />soils was moderate to sever. <br />Mr. Donald Marier, who owns lands to the North of this plat presented his <br />objections to the platting of this land - high water table, possibility of <br />pollution of Peltier Lake, no on -site inspection by RCWB, excessive ground <br />water run-off. <br />Mayor Karth noted that these problems were the reason why this plat was seTh <br />to Rice Creek Watershed Board before this hearing. Mr. McLean felt the pei_"lt <br />addressed the matter of soils and septic systems and not ground water run-off. <br />Mayor Karth felt this was handled in the statement 'this plat conformed with <br />the guidelines of the district'. <br />There was general discussion on the drainage and ponding - the size of the <br />lots - the planned density for: the area (Mr. Short's letter indicates this <br />conforms to the existing Comprehensive Land Use Plan) - the ponding area is <br />designed for the 100 year storm - The need for each individual lot to have <br />a perc test and soil borings before a permit is issued - a complete road <br />design and drainage plan must be submitted before final approval. <br />Mr. McLean moved this hearing be continued with consideration of this plat <br />tabled with Mr. Gotwald to look at the ground water of the area and advise <br />the C ouncil on what a complete study would entail to be available for Council <br />consideration in 30 days. There was discussion of the status of Elmcrest (24th Avenue) <br />and the fact this street will not carry industrial traffic. Mr. McLean aske. <br />Mr. Tschida if he would participate in the upgrading of that street and Mr. <br />Tschida dai•d they would be interested but it would have to have more owner's <br />of the land involved to include the City of Hugo. <br />The was discussion on the requirement of a plat design being presented befc <br />rezoning and the inclusion of General Business lots along County Road #14. <br />.
