F. Any proposed new street shall be stripped of all vegetation, <br />trees and topsoil within the street right-of-way and cut or filled <br />to subgrade elevation unless the City Council specifically allows <br />a variance to such requirement. <br />SECTION II. <br />Sections 17, 18, 19, 20 and 22 of said Ordinance No. 22 are <br />amended by replacing the same with the following: <br />SECTION 17. GRADING, BASE AND BITUMINOUS SURFACE <br />The minimum standard for a new residential street or a residential <br />street to be radically improved shall be as follows: <br />A. A gravel base composed of 6" M.N.D.O.T. Class 2 100% crushed <br />compacted or 9" M.N.D.O.T. Class 5 compacted shall be required. <br />B. A bituminous surface of 2" compacted thickness of M.N.D.O.T. <br />2341 wearing course shall be required. <br />C. Bituminous curbs or concrete curbs and gutters shall be <br />required. <br />D. The normal street width shall be 32 feet, back of curb to <br />`.. back of curb. <br />E. Boulevards on each such street shall be 14 feet wide and <br />have a grade slope of 1/4" per foot. <br />F. All slopes beyond boulevards shall be a 3 to 1 ratio, minimum. <br />G. All boulevards shall be sodded or seeded with mulch and shall <br />include 3 inches of acceptable topsoil of a turf growing medium to <br />meet M.N.O.T. specification 3877. <br />SECTION III. <br />Said Ordinance No. 22 is further hereby amended by adding <br />the following: <br />SECTION 20A. Additional Requirements. <br />A. The subgrade and gravel base of each new street or radically <br />improved street shall be compacted to a Standard Proctor Test with a <br />100% minimum value. <br />B. Bituminous core samples, as required by the City Engineer, <br />shall be taken to check the bituminous content, thickness and gradation <br />of the bituminous material. <br />
